Energy Fiji Limited (EFL) invites qualified individual consultants to express interest in the full-time position of Environment Officer (Local) within the Project Preparation Unit for the Fiji Energy Transformation Project (Reference FJ-EFL-573526-CS-INDV, EOI-06/2026; GFPP Grant No. TF0D0728). The project is a USD 230 million World Bank-supported initiative to accelerate renewable energy, modernize the power grid and reform the energy sector to attract private investment. It includes large-scale solar PV and battery energy storage parks, grid evacuation infrastructure, transmission line upgrades and modernization of existing power stations across Viti Levu, Vanua Levu and Taveuni. Environmental and social risks are classified as substantial under the World Bank Environmental and Social Framework.
The services will cover: environmental scoping and screening for all project components (solar parks, BESS facilities, transmission corridors, the National Control Center and other grid infrastructure); critical habitat screening, biodiversity assessment and mitigation or compensatory measures; preparation of site-specific Environmental and Social Management Plans and environmental inputs to other ESF instruments; integration of environmental requirements into technical specifications, bidding documents, contractor management requirements and design reviews; environmental assessment of hydropower assets and aging asset liabilities, including hazardous materials and legacy contamination; coordination with government environmental and regulatory agencies; and maintenance of environmental entries in the joint E&S Risk Register, capacity building, reporting and support during World Bank reviews and supervision missions.
The position is expected to start as soon as possible and cover the full project preparation period through to appraisal, with possible extension into implementation. Selection criteria: relevant experience in environmental safeguards, EIA or environmental management on infrastructure or energy projects (25%); experience with World Bank ESF instruments (ESS1, ESS3, ESS4, ESS6) or IFC Performance Standards (25%); critical habitat screening, biodiversity impact assessment and Pacific island ecosystems (15%); integrating environmental requirements into technical specifications and bidding documents (15%); familiarity with Fiji's environmental regulatory framework (10%); academic qualifications, written and spoken English (10%).
