Consultancy Needed - National Policy and Budget Recommendation
Save the Children Indonesia seeks a National Consultant to support the KREASI program (funded by the Global Partnership for Education) in developing evidence-based education policy and budget recommendations across eight target districts. The consultant will act as chief technical advisor, developing a unified analysis methodology, providing technical mentoring to eight district consultants, conducting quality assurance on all outputs, and producing a national synthesis of lessons learned and recommendations. Key deliverables include an Inception Report and National Methodology Toolkit; orientation and coaching materials for district consultants; quality assurance reports and a consolidated review matrix; district-level policy and budget recommendation packages; and a National Synthesis Report plus Policy Advocacy Package. The work focuses on strengthening local government funding and school-level financing for teachers' Continuous Professional Development, using Rapor Pendidikan (education report card) data to link findings to district policy, planning, and budgeting (APBD analysis, budget tagging).
Qualifications: Minimum Master's degree in Public Policy, Education, Public Administration, Economics, Public Finance, or related field. At least seven years of professional experience in education policy, governance, decentralization, public sector reform, or regional budgeting. Technical experience in Rapor Pendidikan analysis, policy recommendation development, APBD analysis, policy briefs, budget tagging, or local government facilitation. Strong analytical, methodology development, training facilitation, and report writing skills in Indonesian. Experience working with ministries, local governments, international development agencies, or civil society organizations in education is an advantage.
