World Resources Institute (WRI) Indonesia is seeking a part-time consultant to serve as STDB Field Project Coordinator for Western Aceh in its Food, Land, and Water Program. The role is based in Aceh Singkil or Subulussalam, Indonesia, with office-flex (hybrid) work and travel as required. The contract runs from 15 October 2026 to 31 August 2027, with a possible extension.
The coordinator will support the project 'Facilitation and Assistance for Data Sharing Protocols, STDB and SHM Processing, and STDB Issuance for 5,000 Smallholder Farmers – Aceh Province'. The project helps independent palm oil smallholders secure land legality through Freehold Titles (SHM) and Smallholder Plantation Registration Certificates (STDB). It does this through interoperable data flows between ATR/BPN and the Aceh Plantation Agency. The role works under the Sustainable Commodities Policy Accelerator Program Lead.
Key responsibilities:
- Program implementation (50%): help develop work plans, protocols, manuals and terms of reference; organize workshops and focus group discussions across five districts; monitor and provide technical assistance for STDB data collection, mapping and verification; draft progress and final reports.
- Research and development (20%): desk review of the Aceh Governor's Instruction on STDB acceleration, the Regional Action Plan for Sustainable Palm Oil (RAD KSB) and district development plans; identify best practices, challenges and opportunities; support knowledge products.
- Stakeholder engagement (30%): engage Aceh provincial and district government agencies, consolidate the smallholder database with district plantation agencies, and identify collaboration opportunities with businesses and NGOs.
Requirements:
- Bachelor's degree in Agriculture, Agribusiness, Forestry, Environmental Science, Development Studies, Public Policy, Geography or a related field.
- At least 5 years of relevant experience in project implementation, field coordination, agriculture or commodities development, sustainable palm oil, or land administration.
- Strong understanding of the STDB data collection, mapping, verification and issuance process, and of the relevant government policies.
- Understanding of sustainability issues in palm oil and smallholder production systems.
- Strong coordination skills and proficiency in Bahasa Indonesia and Microsoft Office.
- Willingness to travel and legal authorization to work in Indonesia.
- Preferred: public policy analysis experience and professional English.
Payment is a daily consultant rate, for a maximum of 18 working days per month. Benefits include travel insurance for assigned travel and access to the WRI global network.
