Location: Tanzania
The Head of Materials Management reports to the Chief Executive Officer and Regional Director, Purchasing & Supply Chain Division. The role develops and implements objectives, strategies and tactics for Material Management in support of AKHST's goals, to promote efficient and effective patient care, and administers strategies to ensure optimal departmental customer service and communication.
Responsibilities:
- Plan, coordinate and administer the operational, financial, administrative and technical operations of material management.
- Provide strategic direction for materials and supply chain distribution functions in inventory management, quality assurance and value improvement.
- Lead procurement of high-end medical equipment (Radiology, Laboratory, Critical Care, Operating Room etc.) through a detailed survey of international and local markets, securing the best price and quality.
- Prepare the procurement and supplies budget in line with the overall institutional budget.
- Apply expertise in hospital inventory management, including cold chain management; prepare and implement strategies to reduce inventory holding, including lean inventory methods, bar coding, FEFO, consignment inventory and periodic stock counts.
- Implement ERP systems (procurement and inventory modules) in a large organization.
- Ensure coordination between warehouse, inventory control and purchasing functions, and maintain optimal stock levels.
- Prepare submissions for the Purchasing Committee, Product Evaluation, AKDN Purchasing Committee, Pharmacy Therapeutic Committee and Health Network Purchase Program.
- Develop and maintain control systems from purchasing and warehousing to the final consumer.
- Ensure timely payment of hospital suppliers.
- Lead and manage the performance of reporting staff.
Requirements:
- Minimum master's degree in Commerce/Business/Material Management from a recognized university.
- Registration with the Procurement and Supplies Professionals and Technicians Board (PSPTB).
- Minimum 7 years of progressive experience in a healthcare setting, including 4 years managing resources, materials, supplies or sterile processing.
- Experience implementing a new supply chain ERP system.
- At least 4 years of experience in healthcare warehouse, inventory and stock management.
- Ensure compliance with policies and procedures on departmental operations, fire, safety and infection control.
- Maintain regulatory requirements under local and international regulations.
- Strong organizational and interpersonal skills.
