FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. FHI 360 Benin is recruiting a qualified Monitoring & Evaluation Officer (Chargé Suivi et évaluation) for its Cotonou office, in support of the implementation of the HIV prevention and care project in Benin. The officer reports to the Senior M&E Officer.
The M&E Officer provides technical assistance to the project's implementing structures so that their monitoring and evaluation plans are optimally operationalized, and supports public health facilities in operationalizing the e-tracker.
Key responsibilities:
- Contribute to implementing and consolidating an M&E system that ensures implementing structures submit regular, timely, high-quality monitoring reports.
- Provide technical assistance to the Ministry of Health and other Beninese authorities to operationalize the e-tracker in participating health facilities.
- Directly verify data and ensure internal consistency and validity of program monitoring data from all implementing partners, through periodic data checks and audit visits.
- Contribute to preparing and submitting progress reports required by the donor.
- Contribute to capacity-building activities in monitoring, evaluation and reporting for implementing structures.
- Carry out other tasks assigned by the direct supervisor to support project management, supervision, monitoring and evaluation.
Qualifications and experience:
- Bachelor's-level degree (BAC+3) in statistics, public health, demography, sociology, epidemiology, biostatistics, psychology or a related field.
- Minimum 5 years of experience in monitoring, evaluation and research related to public health programs, including at least 3 years implementing HIV programs.
- Strong practical knowledge of DHIS2 modules, especially Tracker/Event, and experience using e-tracker for individualized patient follow-up.
- Proficiency in data analysis tools: advanced Excel, Power BI, Stata, R, SPSS or Python.
- Proven experience in setting HIV/AIDS targets and reporting on them.
- Excellent writing, verbal, interpersonal and presentation skills.
- Experience with M&E systems design and data analysis in developing countries.
- Experience working in conflict zones is an asset.
- Proven proficiency in French and English.
