Location: Adre, Chad
The Norwegian Refugee Council (NRC) is a global humanitarian organisation helping people forced to flee. NRC is recruiting a Shelter Officer in Adré to implement the Shelter sector in NRC's areas of intervention in Eastern Chad. The Shelter Officer is responsible for day-to-day implementation of projects, particularly shelter, infrastructure and community mobilisation.
General responsibilities:
- Ensure technical compliance of projects with NRC and Shelter sector policies, strategies, tools, guidelines and standards.
- Hold technical responsibility for planning, implementation, documentation and monitoring of Shelter & Infrastructure activities.
- Ensure quality control and technical follow-up of field activities in line with action plans and project commitments.
- Provide technical support and capacity building to project staff on Shelter & Infrastructure, including community mobilisation and awareness.
- Provide technical analysis and feedback to NRC representatives in coordination forums, and contribute to identifying and documenting innovative technical approaches.
- Ensure assistance targets the most vulnerable beneficiaries and that required technical reports are produced.
Specific responsibilities:
- Plan and coordinate activities with the support of assistants and escalate administrative decisions to the Coordinator.
- Participate in assessments, trainings, meetings and monitoring visits, and community development planning.
- Prepare technical documents such as ToRs, training and awareness materials, technical specifications and activity reports.
- Facilitate community participation through inclusive discussion groups to identify and prioritise needs.
- Regularly analyse the context, movements of displaced and returnee populations and social dynamics to adapt interventions.
- Support, with ICLA and other NRC teams, community development plans and community committees.
- Collaborate with the M&E team on baseline and monitoring studies, data collection and accountability mechanisms.
- Coordinate with local and customary authorities and stakeholders while promoting the rights of displaced and returnee people.
Qualifications:
- University degree (BAC+3) in Building and Public Works, Civil Engineering, Rural Engineering, Hydraulics, Rural Development or equivalent, with at least 3 years' experience in shelter and construction; or BAC+2 in a relevant field with at least 4 years' experience.
- Professional experience as a Project Officer or similar in a humanitarian, recovery or development context; experience in Eastern Chad (Ouaddaï, Wadi Fira, Ennedi) is an asset.
- Ability to plan, organise and monitor activities and supervise field teams.
- Excellent communication, writing and reporting skills.
- Fluent French and Arabic (spoken and written); local languages an asset.
- Proficiency in Windows, Word, Excel and PowerPoint; willingness to travel and work in the field.
