End Term Evaluation Consultant - Strengthening the Rights of Children and Youth to Protection Against Sexual and Gender-Based Violence and Promoting a
Sonke Gender Justice, with support from Kindernothilfe e.V. (KNH) and co-financing from the German Federal Ministry for Economic Cooperation and Development (BMZ), is seeking an external, independent consultant, firm or institution to conduct the endline (summative) evaluation of the project "Strengthening the rights of children and youth to protection against sexual and gender-based violence and promoting advocacy in the Eastern Cape" (1 March 2024 – 30 April 2027). The project builds meaningful and inclusive youth participation through capacity building and mobilises communities to address harmful gender norms through gender-transformative approaches in Nelson Mandela Bay Metropolitan Municipality and Amathole District Municipality.
Purpose: to provide Sonke, KNH and BMZ with a credible, independent, evidence-based assessment of what the project achieved, how and why results were or were not achieved, what difference it made for children, adolescents and youth, and what should inform future programming.
Objectives include: assessing achievement of project objectives and indicator targets against baselines (disaggregated by sex, age, district and disability); assessing the project against the OECD-DAC criteria; assessing the extent and quality of youth participation; establishing attributable and contributable changes; assessing integration of gender-transformative approaches, inclusion and safeguarding; reviewing the theory of change and monitoring systems; documenting good practice and lessons; and producing actionable recommendations.
Methodology: document and data review, quantitative and qualitative components, case studies, triangulation. Evaluation budget: R350,000. Contract period: November 2026 – February 2027. Induction: 16 November 2026.
Requirements: 8-10 years' experience conducting external evaluations of development programmes with strong mixed-methods skills; expertise in GBV prevention, gender-transformative approaches, child rights and/or youth participation; experience with theory of change and results-framework evaluation, and gender-responsive participatory approaches; ethical research with children and adolescents; proficiency in STATA, SPSS, NVivo or ATLAS.ti; in-depth knowledge of the South African context (Eastern Cape and traditional leadership structures an advantage); excellent report writing in English; isiXhosa and Afrikaans an added advantage.
