WeWorld-GVC supports people in overcoming emergencies and works in more than 20 countries with over 166 emergency, humanitarian aid and development projects, focusing on women, girls and young people. WeWorld has opened a Roster for Head of Programmes with strong experience in both development and emergency settings, for short-notice, short-term deployments in countries where WeWorld experiences unexpected gaps. Location is to be defined according to needs; starting date according to programme needs. Reports to the Country Representative. Being on the roster does not guarantee any immediate or future collaboration; inclusion is active for the ongoing year and can be renewed by mutual agreement.
The Head of Programmes supervises all ongoing projects in the country in line with WeWorld's strategy, plans and policies, ensures technical and quality control of project interventions, and contributes to developing new interventions, working closely with the Country Representative, the Head of Support Services and the Regional Unit.
Main responsibilities:
- Ensure high-quality implementation, monitoring and performance of the entire country programme portfolio.
- Oversee and coordinate delivery of ongoing programmes, ensuring strategic coherence, donor compliance, operational efficiency and sustainability.
- Provide leadership and quality assurance to Programme Managers, the MEAL team and Technical Experts.
- Directly supervise project staff, manage performance and identify resource gaps and bottlenecks.
- Contribute to the country strategy and strategic planning.
- Lead the design of new projects: needs assessment, logframes, proposal writing and budgets.
- Oversee preparation and quality control of donor reports.
- Represent WeWorld in coordination forums, sector working groups and clusters, and inter-agency mechanisms.
Essential requirements:
- Advanced university degree in social or political sciences, development studies, international relations, project management, human rights or equivalent.
- Good knowledge of major international donors' policies and procedures (EU, AICS, UN, etc.).
- Good knowledge of MS Office; fluent written and spoken English.
- At least four years of professional experience in similar roles in international development cooperation.
- Proven experience managing emergency and development portfolios funded by institutional and private donors, and in portfolio growth.
- Strong management, proposal development, strategic planning, negotiation and communication skills; flexibility; cultural, gender, religious and age sensitivity; commitment to WeWorld's mission.
Desirable: experience in Cash and Voucher, Education in Emergency or WASH; fluency in Italian; another language (French, Arabic, Portuguese, or a language of WeWorld operating countries).
