** End of Project Evaluation: Minorities, Accountability and Civic Space - Consultant/Evaluation Team
Minority Rights Group (MRG) is an international human rights organisation working to secure the rights of ethnic, religious and linguistic minorities and Indigenous Peoples worldwide. MRG is seeking an independent evaluator or evaluation team to carry out the end-of-project evaluation of Minorities, Accountability and Civic Space (MACS), a four-year European Union-funded programme (1 May 2023 to 30 April 2027) operating in Lebanon, Palestine, Tunisia, Morocco and Syria, implemented with partners including Attalaki (Tunisia) and Civic Forum Institute (Palestine).
MACS strengthens the resilience, organisational capacity and public engagement of civil society organisations and human rights defenders through capacity strengthening, mentorship, networking and sub-grants (core support, advocacy and public engagement grants, emergency security grants, and issue-based networks).
Scope and objectives: assess all programme activities across the five countries against the EU evaluation criteria (relevance, effectiveness, efficiency, impact, sustainability and participation, causality and contribution, partnerships, gender equality and human rights-based approach, and learning and recommendations). Outcome Harvesting is welcomed.
Key tasks: desk review of programme materials; interviews with MRG staff, partner staff, sub-grantees and fieldworkers; independently arranged community consultations and visits where feasible and safe; views from at least three additional experts. A hybrid approach combining remote data collection with selected travel will be used.
Deliverables: an inception report (due 3 January 2027) and a final evaluation report of about 20-25 pages, in English and Arabic, with an executive summary.
Requirements: extensive experience in human rights, gender equality, minority and Indigenous rights and civil society capacity building; strong knowledge of the contexts in Lebanon, Palestine, Tunisia, Morocco and Syria; a track record of comparable evaluations; fluent English and good spoken and written Arabic; independence from MRG, the donor, partners and participants.
Budget: maximum EUR 15,000 inclusive of taxes, covering all costs including travel. Timeline: evaluation from November 2026, with fieldwork December 2026 to February 2027 (or to April 2027 if a two-month no-cost extension is approved); final report due 23 April 2027 (or later if extended).
