The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. It specialises in cash and market, education, shelter, legal assistance, camp management, and water, sanitation and hygiene (WASH).
The Shelter/WASH Technical Officer (National Role) is responsible for the day-to-day technical implementation of NRC's infrastructure projects in the South Area Office, Somalia. The role leads the design, assessment and construction supervision of community infrastructure such as market rehabilitation, footbridges, river embankments, boreholes and water systems. It works closely with partners, government stakeholders and communities to deliver safe, durable and context-appropriate infrastructure.
Key responsibilities:
- Implement the delegated KOBAC/SHF infrastructure portfolio according to approved work plans, technical designs and budgets.
- Lead technical assessments, engineering design and construction supervision of Shelter/WASH projects, including multisectoral markets, footbridges, river embankments, boreholes and water supply systems.
- Develop climate-resilient, flood-adaptive and cost-effective engineering solutions, particularly for riverine infrastructure along the Shabelle River.
- Conduct site investigations and topographic/hydrological surveys; prepare structural and hydraulic designs, tender and contract documents, technical drawings and Bills of Quantities (BOQs).
- Take part in procurement and tender processes, including contractor prequalification and technical bid evaluation; review contractor claims and variation orders.
- Supervise construction, drilling and water system installation to ensure quality, safety and compliance with donor requirements and NRC standards.
- Verify completed works and prepare payment recommendations, completion certificates, as-built drawings and handover documentation.
- Prepare technical and progress reports, maintain project documentation, and carry out monitoring, including water quality testing.
- Build the capacity of assistants, Clerks of Works, contractors and community members through training and mentoring.
- Represent NRC in Shelter, WASH and infrastructure cluster coordination forums.
Requirements:
- University degree in Water Engineering, Civil Engineering, Environmental Engineering or Hydrology.
- Minimum 3 years of relevant experience in WASH and Shelter projects in a humanitarian/recovery context, including integrated software and hardware WASH activities.
- Experience working in complex and volatile contexts.
- Knowledge of AutoCAD, WaterCAD or other civil works design software is highly desirable.
- Knowledge of the Jowhar/Middle Shabelle context and of Somali is an advantage.
- Fluency in English, written and spoken.
