FHI 360/Philippines, through the STRengthening Infectious disease DEtection Systems (STRIDES) project, is seeking a Laboratory Information Management System Coordinator. STRIDES is part of the U.S. Government's Global Health Security program and advances efforts to identify, manage and respond to infectious disease threats, strengthen national laboratory systems, improve surveillance and data integration, and enhance outbreak preparedness.
Position summary: The Coordinator will support the development and nationwide rollout of the Integrated Laboratory Information Management System (ILIMS) under the Department of Health Office for Health Laboratories (DOH-OHL), and will be deployed to the DOH-OHL on behalf of STRIDES. The role involves coordinating across technical teams, software developers, vendors and laboratory stakeholders to implement the system's core modules, while ensuring compliance with health informatics and data privacy standards (including the Data Privacy Act of 2012). All work products and data are the exclusive property of the DOH-OHL.
Key responsibilities:
- Support planning, coordination and implementation of ILIMS development, enhancement and nationwide rollout with KMITS, OHL and other stakeholders.
- Coordinate deployment of ILIMS modules (Repository, Referral, Assessment, Support).
- Act as liaison between OHL, KMITS, regional and national laboratories, software developers and other stakeholders.
- Ensure interoperability between ILIMS and other national health information systems (HL7 FHIR, laboratory standards, Data Privacy Act).
- Monitor progress and milestones; support validation, user acceptance testing, deployment and post-implementation reviews.
- Facilitate pilot implementations, user consultations and feedback mechanisms.
- Support data quality assurance processes.
- Coordinate capacity-building, training, mentorship and technical assistance for laboratory personnel.
- Assist in developing operational guidelines, SOPs and user manuals.
- Support system administration, user access management, issue tracking and troubleshooting.
- Prepare technical updates, implementation reports and presentations for OHL, partners and stakeholders.
- Represent OHL and partner-supported initiatives in technical working groups and stakeholder forums.
Requirements:
- Bachelor's degree in information systems, Computer Science, Health Informatics, or a relevant health science field.
- At least 1 year of progressive experience managing software development or health informatics projects.
- Proven understanding of laboratory operations, health information systems and data interoperability frameworks.
- Knowledge of DOH systems, HL7 or ISO 15189 standards preferred.
- Strong coordination, leadership and communication skills; excellent analytical and organizational skills.
- Ability to work with multiple teams and deliver under tight timelines with minimal supervision.
Expected annual basic salary range: PHP 591,333 - 650,000. Full time.
