Legal Expert - Contract Management, Governance, Compliance and Legal Advisory Support
The Ministry of Energy and Dams (MoED) of South Sudan, with the South Sudan Electricity Corporation, is implementing the World Bank-funded South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST, Grant E166-SS). The project aims to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, Upper Nile and Bahr el Ghazal. MoED is seeking an individual Legal Expert for a 12-month assignment.
Objective: provide independent legal and contractual advisory services to the Project Implementation Unit (PIU), working closely with its technical, legal, transaction, financial, procurement and other specialist advisors. The aim is to ensure that project implementation is legally compliant, contractually robust and commercially appropriate. It must also stay aligned with the Financing Agreement, applicable World Bank requirements and the laws of South Sudan.
Qualifications and experience:
- Master's degree in Law (LL.B, LL.M or equivalent) from a recognized university.
- Qualified and licensed to practice law in at least one recognized jurisdiction, and eligible to provide legal services in South Sudan (including through special admission or collaboration with locally admitted counsel).
- At least 10 years of relevant experience in contract management and administration, infrastructure, energy or public sector projects, and donor-funded projects (World Bank, AfDB or similar).
- Demonstrated experience with FIDIC or similar contract frameworks, public procurement and contract implementation, drafting, reviewing and negotiating legal and contractual documents, and preparing legal opinions and advisory memoranda.
- Experience in claims management, dispute avoidance and resolution, contractual risk assessment, and contractual compliance.
- Strong understanding of World Bank procurement regulations and of fiduciary, governance and compliance requirements for donor-funded projects.
- International legal practice or cross-border advisory experience is an added advantage.
- Excellent legal drafting, analytical, communication, stakeholder engagement and report-writing skills.
