Location: Dnipro, Ukraine
The Shelter/WaSH Technical Officer specialises in technical support on essential services in urban and rural settings (construction, water supply, wastewater, energy systems) and is responsible for assessing, planning, designing and supervising projects in those contexts. The purpose of the position is to ensure that repair and rehabilitation projects are implemented according to NRC standards and procedures and national regulations.
Responsibilities:
- Ensure compliance with NRC policies, guidelines, standards and the NRC Ukraine strategy, tools and handbooks.
- Ensure all Shelter/WaSH projects (repair, rehabilitation and/or reconstruction) are implemented in a timely manner and according to strategy, proposals, budgets, plans, NRC policies and donor requirements.
- Take technical responsibility for quality control, monitoring and documentation of project activities.
- Provide technical support and capacity building to project staff.
- Contribute to Shelter/WaSH protection risks and needs analyses and to the design of protection responses.
- Carry out structural assessments of buildings and WaSH facilities and propose technical solutions. Provide technical input for work plans, specifications, bills of quantities (BoQs), cost estimates, structural drawings (CAD) and tender documents.
- Review contract claims and variation orders, assess completion of works, and prepare recommendations for payments and payment certificates.
- Support contractors and beneficiaries, supervise construction works, and ensure quality of materials and workmanship.
- Involve communities and local authorities and ensure projects follow national guidelines and regulations. Support municipalities and other public bodies on project design and engineering.
- Coordinate with humanitarian organizations and partners, ensure targeting of the most in need, and ensure timely distribution of materials and equipment.
- Track data for all interventions and prepare progress reports.
Qualifications:
- Bachelor's degree in architecture or engineering (civil, structural, electro-mechanical, hydrogeology, environmental, energy or related fields).
- 2 years' experience as a civil engineer; knowledge of BoQ, construction norms and standards, including critical social infrastructure, is desirable.
- Minimum 2 years' experience in the Shelter function in a humanitarian/recovery context, and experience in complex and volatile contexts.
- Good written and spoken English; fluency in written and spoken Ukrainian.
- Proficiency in MS Word, MS Excel and AutoCAD.
- Excellent time management and organizational skills, and ability to work under pressure and respect security rules.
