Management Sciences for Health (MSH) is seeking a Monitoring, Evaluation, Research, and Learning (MERL) Advisor for a potential one-year health system strengthening project in Ukraine, funded by the US Government. The position is subject to project award and funding.
Overview: The MERL Advisor reports to the MERL Principal Technical Advisor (PTA) and is responsible for the timely, reliable operation of the project's recurring MEL processes, including routine indicator tracking and reporting, a milestone tracking and verification pipeline supporting the Results-Based Management (RBM) framework, data quality assurance, and applied research and Collaboration, Learning and Adaptation (CLA) activities.
Main duties:
- Maintain and update the MEL Plan indicator tracking system and compile data for quarterly and annual reporting.
- Draft quarterly and annual indicator reports and other recurring donor and government reports (e.g., the MEASURE Quarterly Report, semi-annual reports to the Cabinet of Ministers and Ministry of Health).
- Compile performance data to support Quarterly Technical Performance Reviews.
- Maintain monitoring tools and documentation; provide field-level MEL presence at project events, trainings and on-site monitoring visits, with post-event reports.
- Maintain the milestone tracking and reporting pipeline, collect and validate milestone data from government and partner sources, and keep methodology documentation audit-ready.
- Draft responses to U.S. Government reviewer queries on milestone-related indicators.
- Implement data quality assurance protocols for embedded technical assistance and track deliverable readiness.
- Support data-use capacity building, operational research studies and pilot assessments (including survey design), external evaluations, learning and documentation plans, dissemination of best practices, and MEL fundamentals training.
Qualifications:
- Bachelor's or Master's degree in public health, social sciences, or a related field.
- 5-6 years of relevant experience in monitoring and evaluation, data collection, or data analysis; experience with complex donor-funded programs preferred.
- Preferred: familiarity with Results-Based Management or performance-based mechanisms; experience in Ukraine with the Ministry of Health, National Health Service of Ukraine or similar institutions; prior US Government-funded project experience.
- Professional working proficiency in English and Ukrainian.
- Practical experience with quantitative and qualitative M&E methods, data quality assurance systems and reporting templates.
- Strong Excel skills; Power BI or similar is a plus.
- Strong attention to detail, independent management of recurring deadlines, and strong written communication skills.
- Willingness to use AI-assisted tools for MEL workflows within established quality and ethical safeguards.
