Location: Kyiv, Ukraine
Management Sciences for Health (MSH) is seeking a Procurement and Grants Specialist for a potential one-year Health System strengthening project in Ukraine, funded by the US Government. This position is subject to project award and funding.
The Procurement and Grants Specialist will be responsible for all aspects of the procurement and grants processes on behalf of the MSH project in Ukraine, in compliance with MSH procurement policies and procedures. The role reports directly to the Finance and Operations Director.
Main duties and responsibilities
Procurement
- Source, select, and negotiate the best purchase packages in terms of quality, price, terms, delivery and service.
- Evaluate performance of all vendors to ensure use of only high-quality and compliant vendors.
- Work closely with finance, program, and operations teams to align purchasing with the project budget and goals.
- Maintain purchasing data and records in QBO and the MSH SharePoint system; keep procurement trackers up to date.
- Monitor delivery of all procured goods.
- Prepare and process purchase orders in accordance with MSH policies, including timely receipt of tax exemptions.
- Conduct due diligence and prepare Fed Checks for all vendors; maintain verification records in procurement files.
- Prepare documentation and follow up on payment requests for goods and services in a timely manner.
Grants management
- Manage the day-to-day grants process, including application intake, award, finance/program reporting, and close out.
- Monitor subgrantee deliverables and ensure timely payments upon satisfactory completion.
- Conduct due diligence and ensure compliant grant making.
- Provide data reporting and analysis for internal and external audiences.
- Maintain high-standard information management and filing systems.
- Work with the Finance and Operations Director to improve processes and policies.
Compliance
- Implement and ensure compliance with the MSH Procurement Policy, Procurement Manual and established procedures.
- Oversee implementation and monitoring of procurement and grants processes.
- Ensure staff awareness of procurement/grant management resources.
- Work with the Finance and Operations Director to prepare reports for the leadership team.
Logistics of events and business trips
- Coordinate with event and travel agencies to support logistics for project events and trips (national and international).
Qualifications
- Bachelor's or Master's degree in a related field.
- At least 3-5 years of experience in procurement and grant management, ideally for a donor-funded project.
- Strong knowledge of standard operating procedures in procurement and grants management.
- Excellent communication and negotiation skills; planning, scheduling and organizational skills; ability to work under pressure.
- Ability to interact professionally with culturally diverse staff, clients and consultants.
- Strong numerical skills and attention to detail; skilled in Microsoft tools.
- Good command of English and Ukrainian (oral and written).
