FEMNET, a pan-African, membership-based feminist network founded in 1988 and headquartered in Nairobi, seeks an independent consultant to carry out a comprehensive Mid-Term Review of its 2020-2029 Strategic Plan (Reference FNT/RFP/40/2026/INST). The review will assess whether the plan's objectives and priorities remain relevant, evaluate programme effectiveness against KPIs, test whether FEMNET is fit for purpose and agile enough to adapt, review strategic assumptions and risks, check resource allocation, and assess the value of FEMNET's services to its members. Priority areas: Climate Justice and Natural Resource Governance, Transformative Women's Leadership, SRHR, Economic Justice and Rights, Meaningful Engagement for Transformative Action, and Institutional Capacity Strengthening.
Deliverables: inception report; realigned strategic plan with implementation action plan; revised M&E framework with SMART indicators; draft and final reports; simplified PPT presentations; and quantitative and qualitative datasets.
Methodology: consultative and participatory, mixed methods (SWOT-PESTLE, 7S, BSC, Porter's Five Forces, core competency analysis), applying a feminist lens.
Duration: 20 consultancy days within a maximum of two calendar months from contract signature. The consultant reports to the Executive Director or a designated officer.
Requirements: postgraduate degree in strategic management, business administration, MEL, organisational development, change management or a related field; at least 7 years of consultancy experience in strategic planning and organisational/change management; at least 5 similar assignments completed in the last 5 years; experience with INGOs, PBOs, development partners or regional institutions (experience with women's rights or feminist organisations is an advantage); strong report writing, stakeholder engagement and project management skills; ability to design theories of change and results frameworks; alignment with feminist principles.
