Based in Santo Domingo, the Public Finance Officer will support coordination and implementation of the GCF Readiness program led by the Ministry of Environment and Natural Resources, with GGGI technical support, delivering technical assistance to integrate environmental, social and climate change considerations into public finance processes and instruments. Reporting to the Green Investment Senior Officer and Project Manager, the Officer will coordinate a team of local consultants and provide technical inputs on public finance for the NDC Investment Plan, GCF Country Programme update, and a high-quality Funding Proposal for submission to GCF or other climate funds. Responsibilities include supporting integration of climate, environmental, disaster-risk, and gender/social inclusion considerations into investment planning, appraisal, budgeting and reporting; coordinating pre-accreditation support for candidate financial institutions; preparing technical Terms of Reference and monitoring consultants; and organizing stakeholder workshops, consultations and South-South knowledge exchanges. Requires a Bachelor's degree in economics, finance, public administration or related field (advanced degree preferred), at least 5 years of professional experience in the public finance sector, preferably at the Ministry of Finance and Economy or Central Bank, and fluency in English and Spanish. This is a National Position at G8 grade, with salary starting at USD 37,341 per annum plus retirement contribution, 27 days annual leave, and private health insurance.
