NRC is seeking a Shelter, Sites and Settlements Programme Development Manager for Venezuela, responsible for designing, developing and implementing Shelter, Sites and Settlements programs in the intervention zone. The role includes ensuring technical integration of the earthquake response in La Guaira, including damage assessments, site design and organization, occupancy criteria, transition processes, and operational coordination with the Shelter, Land and Settlements Cluster. Responsibilities include developing CCCM strategy, technical SOPs and guidelines; ensuring compliance with NRC policies and tools; managing funding proposals, project budgets and donor reporting; representing the Shelter program in internal and external coordination spaces (clusters, technical tables, meetings with partners and authorities); ensuring technical representation in the Shelter, Land and Settlements Cluster and sector working groups; and supervising the Site Management team, including staff capacity building. Requirements: minimum 3 years experience in a high-responsibility position implementing projects in humanitarian or recovery contexts; experience in complex and unstable contexts; technical experience in Shelter, Sites and Settlements including site management, community engagement, service coordination and site governance; documented results related to job responsibilities; knowledge of market analysis and cash/market-based interventions desirable; fluent English, written and spoken; valid driver's license; prior emergency response experience (earthquake response experience desirable); university degree in architecture, civil engineering, development, project management or related field (social sciences, humanitarian studies); knowledge of Office 365 and Teams and NRC project management systems; knowledge of Venezuela's humanitarian, political and social context and coordination architecture; experience coordinating with local authorities, UN agencies and partner NGOs; willingness to travel frequently within the response zone. Contract: national or international, 6 months with possible renewal, Grade 9, based in Caracas with 40% field travel.
