Under the supervision of the Senior Specialist, Supply Chain Financing, the Specialist, Access Financing is responsible for developing, implementing, and managing innovative access financing mechanisms—including the Access Fund and new financial solutions—to enable equitable introduction and scale-up of quality-assured health products. This role focuses on conceptualizing and delivering financial approaches that address barriers to access and accelerate the introduction of new products, driving product availability in support of Global Fund's NextGen Market Shaping approach.

Key Responsibilities include: conceptualizing and developing innovative access financing models, driving the evolution of the Access Fund and other mechanisms, conducting financial and operational feasibility assessments, driving rollout and day-to-day management of financing mechanisms, engaging internal stakeholders (Sourcing, Grant Management, Finance, Legal) and external partners, ensuring compliance with internal policies, donor agreements and fiduciary standards, identifying and mitigating financial and operational risks, and driving continuous improvement of financing processes and governance.

Essential qualifications: advanced degree in finance, economics, business administration, or related field. Essential experience: experience in health financing, innovative finance, large financing initiatives and instruments, ideally in global health or development contexts; experience designing and managing financing mechanisms or investment tools; excellent stakeholder engagement, project management, and analytical skills; demonstrated experience leading cross-disciplinary projects. Desirable: at least five years relevant post-university work experience; understanding of procurement and supply chain dynamics in low- and middle-income countries; familiarity with Global Fund business model and policies; experience in public health and market shaping for health products.

Excellent knowledge of English required; good working knowledge of French preferred.
