The Manager, Grants & Compliance manages award compliance, grants administration, and subaward management activities for the Momentum Integrated Health Resilience (MIHR) project and anticipated future Department of State foreign assistance award(s). MIHR is a global Department of State award that provides lifesaving services to communities in fragile and crisis-affected settings by strengthening maternal, newborn, and child health (MNCH), nutrition, and detection and response to disease outbreak. Working closely and collaboratively with program, finance, and country teams, the position provides management of grants and contracts throughout the award lifecycle, ensures compliance with donor regulations and organizational policies, develops tools and procedures, and serves as a key advisor on Department of State donor requirements. This hybrid position is based at headquarters in Washington, DC, with in-office days on Tuesdays and Wednesdays each week. Responsibilities include managing prime awards throughout the award lifecycle; interpreting Department of State Standard Provisions, 2 CFR 200, 22 CFR 228, and other donor regulations; serving as a compliance resource to headquarters and field teams; managing subaward development, issuance, monitoring, modification, and closeout; driving subrecipient compliance; and designing and delivering compliance training for HQ and country staff. Required qualifications: Bachelor's degree with at least five years' relevant experience or equivalent; experience managing global US Government funded foreign assistance awards; experience working in a multicultural, multi-linguistic environment; strong relationships with host country counterparts and NGO/FBO/CBO local actors; advanced knowledge of USG foreign assistance funding mechanisms; strong knowledge of international development including humanitarian standards, economic development/livelihoods, and health. Preferred: experience living/working in developing countries, professional proficiency in French. Must have authorization to work in the United States without employer sponsorship.
