Position: Protection Coordinator. Reports to: Emergency Response Project Manager. Supervision of: Protection Officer. Duty station: Juba. Travel: 80%. Project number: SSFM2615. Length of contract: 12 months.
The Protection Coordinator will lead and oversee standalone and integrated protection programming in the Emergency Response and Rapid Response Mechanism (ERRM). S/he will ensure the effective day-to-day planning, implementation, monitoring and evaluation of area-level stand-alone protection programming, and will coordinate and monitor all protection activities in the ERRM. The position reports to the Emergency Response Project Manager and receives technical support from the Protection Specialist.
Generic responsibilities: line management of ERRM-level protection staff; adherence to NRC policies, guidance and procedures; contribute to protection strategy development and project proposals and provide input on needs/gaps; manage and implement a delegated portfolio of protection projects (activities, budget and documentation) in line with proposals, strategies and donor requirements; provide regular progress reports; ensure projects target participants most in need of protection; ensure capacity building of project staff; liaise with local authorities and key stakeholders; promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities: lead overall implementation of all ERRM protection programming; provide technical guidance to ERRM protection staff; create and execute implementation, spending and procurement plans; manage the protection project budget and review monthly BvAs; undertake field visits to monitor quality of implementation; participate in recruitment, onboarding, capacity building and performance appraisal of protection staff; maintain knowledge of the protection situation and priority needs of IDPs, returnees and host populations; support the NRC South Sudan Country Protection strategy, tools and technical materials; support proposal design; ensure protection risk monitoring data is collected and analysed and support compilation of protection monitoring reports; support donor reporting; develop relationships with area-level stakeholders including government entities, UN agencies and local/international NGOs; represent NRC in protection cluster and sub-cluster coordination fora.
Competencies: previous experience from working in a humanitarian/recovery context; documented results related to the position's responsibilities; strong communication, interpersonal, analytical and negotiation skills; strong organizational and team building skills; ability to prioritise and meet deadlines; ability to work independently. Context/specific: a university degree in social science, law, political science or a related subject; experience in a protection position in a humanitarian/recovery context including delivery of technical capacity building trainings; at least three years' experience in project management including supervision of staff and compliance with internal policies; significant experience in monitoring, evaluation and reporting; prior experience representing an I/NGO and advocating on behalf of beneficiaries in public forums (e.g. Protection Cluster/Sector); advanced computer skills; fluency in written and spoken English.
