Position: Protection from Violence Officer (2 positions). Grade 5. Reports to the Emergency Response Project Manager. Duty station: Juba, South Sudan. Travel: 80%. Length of contract: 12 months. Role and responsibilities: The purpose of the Protection from Violence (PfV) Officer position is day-to-day implementation of the Protection from Violence project portfolio in ERRM. The PfV Officers are responsible for contributing to the successful implementation of PfV programmes, with key responsibilities including service delivery, monitoring project activities, compliance with technical standards, and communicating with communities. The PfV portfolio in the ERRM includes Individual Response Services, Civilian Self-Protection, and Leadership and Influence. Programming is delivered through fixed sites and mobile modalities; the PfV Officers will be expected to spend approximately half of their time travelling to deliver mobile services. The PfV Officer has a technical line to the PfV Coordinator and, where delegated, the PfV Specialist, contributing information from project activities to inform analysis of protection risk trends and patterns.
Generic responsibilities: ensure adherence with NRC policies, tools, handbooks and guidelines; implement the delegated PfV project portfolio according to plan of action; prepare and develop status reports as required by management; ensure proper filing of documents; ensure projects target beneficiaries most in need; promote and share ideas for technical improvement.
Specific responsibilities: implement civilian self-protection programming, deliver individual response services, and conduct protection monitoring, analysis and advocacy activities in accordance with Safe and Inclusive Programming principles; ensure respect of NRC's Code of Conduct, confidentiality and humanitarian principles; collaborate with PfV Officers in direct service provision including technical guidance; produce regular reports and support internal and donor reporting; document ideas for technical improvement and programme development; oversee achievement of activity targets per NRC and donor requirements; develop and maintain effective working relationships with partner agencies, community leaders and service providers.
Competencies: experience working as a Project Officer in a humanitarian/recovery context; previous experience in complex and volatile contexts; documented results related to the position's responsibilities; knowledge of English, with Arabic an added advantage; 1-3 years' experience with protection activities and programming; self-motivated with well-developed organizational and communication skills; experience conducting community engagement processes, consultations and/or participatory assessments an advantage; understanding of rights and protection issues of displacement-affected populations; very strong interpersonal and teamwork skills; working knowledge of Word, Excel and Outlook.
