NORCAP works to improve aid to better protect and empower people affected by crisis and climate change, providing expertise and solutions to humanitarian, development and peacebuilding partners. NORCAP is partnering with the Alliance of Ukrainian Civil Society Organisations (CSOs) to advance localisation in Ukraine. The Alliance brings together local and national organisations to strengthen their institutional capacity, influence decision-making processes, improve access to resources and funding, and ensure responses remain relevant to the needs of people affected by crisis.

The Role: The Partnership & Membership Coordinator will play a key role in strengthening and expanding the Alliance's network. The position focuses on membership development, partnership building, coordination and strategic support to help members collaborate effectively, contribute to localisation objectives and strengthen the Alliance's influence across Ukraine. Success will be measured by the growth, effectiveness and sustainability of the Alliance's membership network and partnerships. This project-based role is based in Kyiv, Ukraine, from 1 September 2026 to 30 June 2027, reporting to the Director, Alliance of Ukrainian CSOs, and relevant Thematic and Operational Human Resources Managers.

Role and Responsibilities:
- Develop and maintain membership criteria, processes and approaches that support the Alliance's objectives and values.
- Strengthen and expand the Alliance network at national and local levels to support implementation of the localisation strategy.
- Design and implement strategies for partnership and network development, fostering collaboration, learning and resource sharing among members.
- Support the development of community-led approaches and promote inclusive partnership models that reinforce local leadership.
- Assess opportunities for regional network development and adapt the Alliance model to different local contexts where appropriate.
- Coordinate Alliance members and support the planning and delivery of activities for members and partners.
- Build and maintain productive relationships with civil society organisations, community representatives, public authorities and other stakeholders.
- Provide technical advice, peer support, reporting and strategic guidance to strengthen member organisations and overall network performance.

Qualifications and Experience:
- Master's degree in social sciences, human rights, development studies or another relevant field, or a Bachelor's degree combined with additional relevant professional experience.
- At least five years' relevant experience in partnership management, programme development, network coordination or organisational development, ideally within humanitarian, development or peacebuilding contexts.
- Demonstrated experience developing and managing partnerships within membership organisations, civil society networks or multi-stakeholder environments.
- Strong understanding of humanitarian, development and peacebuilding sectors, including strategy development, stakeholder engagement, coordination and advocacy.
- Proven experience working with civil society organisations, INGOs, United Nations agencies, donors or development partners, with excellent networking, mentoring and facilitation skills.
- Fluency in Ukrainian and a high standard of spoken and written English.
