Direct Reports: Operational, Administrative, and HR staff; functional advisory/mentorship relationship with the Finance Manager and Finance Team
 
Expected start date: October 2026
 
Duration: One year contract, extendable on performance achieved
 
Salary range: Competitive / based on experience - approximately IDR 27,000,000 - 32,000,000 monthly
 
About AEER
 
Action for Ecology and People's Emancipation (AEER / Aksi Ekologi dan Emansipasi Rakyat) was founded in 2017 to address critical environmental and social justice issues across Indonesia. Conducting high-impact research, advocacy, and field investigations on ecologically and socially important topics - including rare earth elements and critical minerals - AEER works at the intersection of environmental protection and community rights. AEER is currently undergoing a pivotal phase of growth, expanding its dedicated core team from 15 to 20 staff members to scale its impact across the region.
 
Position Purpose
 
The Senior Operations and People Manager serves as an operational anchor and strategic HR leader for AEER as it scales its team and organizational presence. With primary focus on organizational culture, talent retention, capacity building, and operational systems, this role ensures AEER's expanding team is well-supported, cohesive, and resilient. Additionally, the post holder provides strategic financial oversight, mentoring the existing finance team, streamlining donor reporting procedures, and driving an implementation-focused operational culture across all programs.
 
This role is part of the Organization Builder Program, designed to help climate civil society organizations (CSOs) scale their impact by building essential operational capacity. The program directly solves operational bottlenecks faced by many climate CSO leaders by recruiting experienced, strategic operations experts into CSOs to build the systems, processes, and governance necessary for sustainable growth.
 
To support your transition into the climate sector, and in addition to the role, the program provides structured climate education, mentorship and coaching, and a strong peer network. Ultimately, this role serves as your launchpad for a long-term career in the climate sector.
 
Key Accountabilities
1.Human Resources, Culture, and Capacity Building
  • HR governance and management: Refine and implement clear HR policies, performance management frameworks, and internal communication flows.
  • Culture development: Drive initiatives to bring people together, foster team cohesion through a strong organizational culture, and increase staff retention during organizational expansion from 15 to 20 team members. Organize organizational retreats, team-building sessions, and culture-strengthening events to maintain trust and unity.
  • Capacity building and onboarding: Design and implement structured staff onboarding, ongoing training, and professional development programs to build internal capacity.
  • Contractor and field operations: Operationalize, streamline, and manage contracts and working structures for field-based personnel, particularly long-term field enumerators.
 
2.Financial Strategy and Advisory Oversight
 
  • Advisory and mentorship: Provide high-level supervisory oversight and strategic mentorship to the Finance Manager and finance team (2 staff members) to build their capacity and support internal promotion pathways.
  • Cross-departmental coordination: Facilitate routine, regular budget-management conversations between finance and program teams to ensure smooth spending, operational alignment, and avoid operational budget bottlenecks.
  • SOP execution and systems: Drive an "implementation culture" using existing systems and procedures established with external consultants, ensuring financial Standard Operating Procedures (SOPs) and donor reporting deadlines are consistently met.
  • Contract management: Operationalize and manage donor contracts to ensure compliance and delivery.
 
3.Operational and Field Security, and Compliance
  • Security: Develop and implement organizational security measures, including SOPs, incident log and support mechanisms.
  • Conflict of interest management: Carefully evaluate potential candidates for government ties or political conflicts of interest to safeguard AEER's independence, operational trust, and safety.
  • Internal and external reporting templates: Standardize operational workflows and establish reporting templates for program teams to use with field communities and external partners.
 
Required Qualifications and Experience
 
1.Education and Experience : Bachelor's degree in Human Resources, Business Administration, Finance, Organizational Psychology or a related field. 10+ years of experience in managerial, administrative, financial, or operational management roles across civil society, non-profits, or academia.
 
2.Non-Profit HR and Culture Leadership : Proven experience in non-profit HR management, organizational development, and building inclusive, high-trust team cultures.
 
3.Financial Oversight and Advisory : High-level competency in non-profit budget oversight, financial governance, and donor reporting dynamics; ability to advise and mentor an established finance team without requiring hands-on daily accounting execution.
 
4.Team Mentorship and Growth : Demonstrated track record of mentoring staff, managing team hierarchies respectfully, and successfully scaling operations for growing teams (e.g. 15 to 20+ staff).
 
5.Operational and Field Security : Understanding of operational and field security practices, experience developing SOPs and training staff to implement practices.
 
6.Languages and Citizenship : Full professional fluency in Bahasa Indonesia and professional English (written and spoken) is desirable. The position is open to Indonesian nationals and to expatriates with an aligned skillset (visa sponsorship possible).
