SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for over 40 years, has been aiding populations affected by armed conflict and natural disasters by addressing their vital needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods.

Present in 26 countries, SI's teams—a total of 3,200 people including expatriates, national staff, headquarters staff, and a few volunteers—operate with professionalism and dedication, respecting local cultures.

The mission
The Haiti mission currently has a base and coordination office in Port-au-Prince. Projects focus on WASH (Water, Sanitation and Hygiene) and SAME/NUT (Health, Social and Environmental Protection/Non-Food Items) in consortium with national and international partners. It is funded by OCHA, CDCS, SDC, ECHO, UNICEF, and IFSAN, among others.

For the past two years, the mission has experienced significant growth in terms of operations and budget, responding to emergencies in the Port-au-Prince metropolitan area while also developing longer-term initiatives. It is within this context that the Haiti mission has decided to open a new base in Artibonite, located in Saint-Marc, to address the WASH needs of the population in this department.

The base is currently in its initial stages of opening; the main task of the Territorial Coordination Team will be to formalize and complete the base after its opening.
17 expatriates and 80 national staff are based at the single Port-au-Prince headquarters. An initial setup of 2-3 expatriates and around 20 national staff is planned for the Artibonite base.

Job description

GENERAL OBJECTIVE
The Field Coordinator acts as Country Director (CD) for Solidarités International (SI) in the Artibonite region.
Based on the geopolitical and humanitarian context, they propose the strategy for Artibonite and ensure its implementation once approved. They
monitor and guarantee that projects are carried out in accordance with the Solidarités International charter and in
compliance with internal and contractual procedures.

They mobilize the necessary material and financial resources for the successful implementation of programs and oversee their management.
They coordinate the teams on the ground and are responsible for their safety in their area of assignment.
They are the direct and primary contact for the CD.

SPECIFIC ISSUES AND CHALLENGES
This position was created following the opening of the Artibonite base. We are looking for a highly experienced Technical Officer (TOO) with expertise in this level of security, as well as extensive experience in structuring a new base after the initial opening phase.
The security challenges – level 4 at SI – are numerous, particularly in the context of a new base.

PRIORITIES FOR THE FIRST 2-3 MONTHS
Project management and implementation
Operational management of security in the area and continuity of the access work undertaken
Support for the development of new project proposals in the area
Working internally on the structuring of the base, finalizing recruitment, finalizing the installation of the living quarters and offices, training on working at SI, setting up procedures.
Supporting the strategy on Artibonite and continuing its development
To help strengthen ties with our local and international partners and clusters in the area

SECURITY CONSTRAINTS
Haiti is categorized as Level 4. Security is very volatile/deteriorated in Artibonite due to the presence of armed groups and daily clashes, but this does not prevent activities from taking place. Mission security rules are strict (curfew at sunset).

Your profile

DEGREE AND EXPERIENCE
Diploma: Master's level
Experience in the humanitarian sector: 5 years or more
Experience in a similar role: 3-4 years

SKILLS
TECHNICAL SKILLS
1. Ability to monitor and analyze the humanitarian, political, cultural, social, and economic context
2. Skills to ensure the coordination, development, monitoring and evaluation of programs implemented in its area of intervention
3. Propose the human, financial and logistical resources needed for its area of intervention as well as its organization
4. HR management, recruitment, induction, creation of team dynamics, implementation of the remote base - coo relationship for Haiti (the other base is in Port au Prince, directly linked to the coo)
5. To be responsible for the safety of teams and property within their assigned area, as delegated by the DP
CROSS-FUNCTIONAL SKILLS
1. Analysis, decision-making and crisis management: ability to assess risks, anticipate, decide and act under pressure.
2. Leadership and communication: guiding, training, raising awareness and conveying clear instructions to teams and partners.
3. Diplomacy and adaptability: negotiating with various actors, maintaining relationships of trust and adjusting to an unstable environment.

SI will offer you the following conditions

A salaried position: Depending on experience, starting from EUR 2800 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's home country and the place of assignment.

Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

LIVING CONDITIONS:
At the time of the opening of this post, the mission had not yet begun the process, and no living quarters had been designated. By the time the CT (Counter-Terrorism) representative arrives, the mission will have identified a living and office space.
In Saint Marc, the security situation remains volatile with significant security restrictions. Social life is limited to a few restaurants and the presence of MSF (Doctors Without Borders) and NRC (National Research Council).
