Background:
NRC has been present in Mali since 2013. From its National Office in Bamako and 4 field offices, notably in Gao, Ménaka, Timbuktu, and Mopti- NRC works to meet the basic needs of people affected by violence and displacement, particularly in the areas of Education, Shelter, Protection from Violence, Information, Counseling, and Legal assistance (ICLA), and WASH.

NRC is also one of the key actors in the Rapid Response Mechanism (RRM), which enables a swift response to the multisectoral needs of displaced people.

What we are looking for:
As an Area Manager, you will be responsible for ensuring high-quality, cost-effective programme/project implementation across the designated geographical area.

We are seeking for a profile who has solid understanding of risk management, support functions, security, and access—key areas for effective programme/project implementation.

What you will do:
• Provide an enabling environment for the implementation of cash-based interventions and contribute to the identification of opportunities to implement cash-based interventions and market-based programmes.
• Enable and ensure the participation of NRC in cash-based coordination platforms.
• Ensure the active representation and participation of NRC in local coordination forums and meetings.
• Strengthening collaboration with decentralized technical and administrative authorities in the areas of intervention, ensuring full compliance with NRC policies and procedures.
• Ensure clear, timely, and effective communication between the Country Office and the Area Office to foster alignment, enhance collaboration, and minimize frustrations.
• Ensure the effective integration of NRC’s interventions and oversee their implementation to ensure coherence, complementarity, and alignment with the Country Strategy.
• Strengthen NRC’s access to areas of intervention through sustained engagement with relevant stakeholders, while ensuring strict adherence to humanitarian principles.

What you will bring:

1.Professional Competencies:
• Minimum 5 years of progressively responsible experience in humanitarian and/or recovery programmes, including at least 3 years in a senior management position.
• Proven experience managing multi-sector programmes in complex, fragile, and volatile operational environments.
• Demonstrated track record of achieving programme objectives and delivering results through effective planning, implementation, monitoring, and team leadership.
• Experience in managing cash and market-based programming, including risk management, compliance, and accountability considerations.
• Strong leadership and people management skills, with the ability to build, motivate, and develop diverse teams.
• Proven experience in stakeholder engagement, representation, coordination, and negotiation with authorities, donors, UN agencies, and humanitarian partners.

Context related skills, knowledge and experience:
• Strong knowledge of the humanitarian, socio-political, and security context of Mali, particularly in the Northern and Central regions (Mopti, Gao, Ménaka, and Timbuktu).
• Good understanding of humanitarian principles, humanitarian access issues, and the operational environment in conflict-affected areas.
• Fluency in French and English; knowledge of local languages spoken in the area of intervention (Bambara, Fulfulde/Peulh, Songhai, Tamasheq, etc.) is an asset.
• Proven experience working with local and national authorities, decentralized technical services, community leaders, and humanitarian coordination mechanisms.
• Experience in remote management and supervision of teams operating in complex and insecure environments.
• Experience in programme start-up, scale-up, transition, handover, or exit processes.
• Good understanding of integrated, multi-sector humanitarian programming and area-based approaches.
• Demonstrated ability to work under pressure, manage competing priorities, and support decision-making in dynamic operational contexts.
• Familiarity with NRC policies, procedures, and strategic priorities in Mali is an asset.
