Who we are:

IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation.

IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.

IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host community through 20 healthcare facility and other health and nutrition projects

During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management

Location: Syria - Aleppo city

Main tasks and Activities

1. Roles and Responsibilities:
The Procurement Officer is responsible for the procurement of goods and services. They are responsible for executing all procurement-related processes, including preparing purchase documents, advertising, evaluating bids, communicating with suppliers, finalizing the purchase, and preparing reports.

Specific Responsibilities:
These responsibilities are standardized for all positions with the same job title.
1. Responsible for coordinating and completing all procurement activities conducted in field offices.
2. For procurements under their direct responsibility, ensure that all documents received from the area level are properly signed and dated and filed in the IDA database according to agreed standards.
3. Ensure that all procurement processes are conducted in accordance with IDA Standard Operating Procedures (SOPs) and donor requirements, and maintain procurement-related documentation files for future reference. 4. Participates in the Procurement Committee, which analyzes procurement requirements and selects the most appropriate methods based on an interpretation and evaluation of established policies, practices, and experience.
5. Prepares the Technical Evaluation Form and minutes of the Procurement Committee meeting.
6. Ensures that all procurement documents are filed in accordance with the International Development Association's Standard Filing System.
7. Ensures that the contracts database is updated and made available to relevant staff.
8. Conducts periodic local market surveys and ensures that the supplier list and other relevant information are up-to-date and accessible throughout the procurement process.
9. Represents the Procurement Department and is responsible for all purchase requests.
10. Proactively monitors procurement plans to ensure that all purchases comply with the International Development Association's Procurement Manual or follow the procedures outlined in a fully approved exemption.
11. Review purchase order forms and request clarification from the program if specifications are unclear, incomplete, or not properly approved. Ensure all supporting documents are submitted (such as scope of work, technical specifications, and terms of reference).
12. Ensure fair and transparent treatment and selection of suppliers in every procurement process. Communicate directly with suppliers in person, by phone, or in writing.
13. Effectively monitor ongoing tenders and ensure all relevant parties are notified of any tender deadlines, extensions, or bid opening sessions.
14. Reconcile invoices, inventory receipt forms, and service completion certificates with contracts. Maintain copies of these documents and forward them to the finance department for payment.
15. For purchases under your direct responsibility, ensure that electronic copies of all documents issued by the Capital Office are stored in the correct location in the International Development Association's database.
16. Prepare a monthly procurement report.
17. Experience working with U.S. government donors, particularly the U.S. Agency for International Development (USAID), and familiarity with their rules and procedures.
18. Ensure that all comments regarding procurement delays, special procurement requirements, or other relevant information are updated daily in the procurement tracking log.
20. Note: The main responsibilities/tasks listed above are illustrative examples. Other responsibilities/tasks may be assigned to this position in the future based on the department's organizational structure.
21. Maintain an up-to-date tracking log, including procurement order sequence numbers, agreed delivery dates, and procurement schedules.
Ensure the accuracy of procurement order estimations for field suppliers.
22. Issue purchase orders and service contracts, and obtain the necessary signatures.
23. Coordinate with the warehouse team to ensure that materials are received correctly and that purchase orders are complied with as shown on delivery receipts.

2. Competencies

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
? Bachelor's degree in Business, Economics, Engineering, or related fields.
? Minimum 3 years of experience in procurement, working with private companies or NGOs/INGOs.
? Language Proficiency:
? Arabic: Advanced level
? English: Intermediate level
? Advanced skills in Microsoft Office and Google Suite.
? Complying with IDA Code of Conduct and PSEA Policy
? Experience of activities relating to specific sectors of humanitarian work
? Previous experience working in complex and volatile contexts;
? Documented results related to the position’s responsibilities;
? Good IT skills, including Excel and Word;
Context/specific skills, knowledge and experience:
? Knowledge of the context in Northwest Syria and Azzaz sub-district in particular
? Good standing and reputation in the community
? Experience of working with local partners;
? Experience of conducting assessments and monitoring activities;
