Angola's Country Programme 2024-2028 prioritizes improving equitable access to safely managed and climate-resilient WASH services for children and communities. The WASH Programme is a major component of UNICEF Angola's work and contributes directly to strengthening sector governance, financing, monitoring systems, institutional capacity, and emergency preparedness. Working closely with government counterparts, development partners, and sector coordination mechanisms (FONAS), UNICEF supports sustainable solutions that improve child well-being and resilience nationwide.

Reporting to the Deputy Representative (Programme), the WASH Specialist provides strategic leadership and technical oversight for UNICEF Angola's WASH portfolio. You will lead a dynamic team and guide programme development, implementation, monitoring, advocacy, partnerships, and humanitarian response efforts.

Key responsibilities include:
- Providing managerial leadership and strategic direction for the WASH team.
- Leading programme development, planning, fundraising, and resource mobilization efforts.
- Overseeing implementation, monitoring, evaluation, and delivery of WASH programme results.
- Providing high-level technical and operational support on climate-resilient and risk-informed WASH programming.
- Leading UNICEF's WASH preparedness, anticipatory action, emergency response, and humanitarian-development nexus efforts.
- Strengthening partnerships with government, donors, civil society, and development partners.
- Driving innovation, knowledge management, research, and capacity-building initiatives across the sector.

Minimum requirements:
- Education: Master or equivalent (Advanced University Degree) in Public Health, Social Science, Behavioural Science, Engineering, Climate Change, Environmental Applied Engineering, sanitary engineering, environmental health, international development or any other related fields.
- Work Experience: At least 5 years of relevant professional work experience in WASH-related programmes for developing countries is required. Demonstrated experience in supervising people is required. One year of deployment in a developing country is required. At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is required.
- Skills: Writing Proposals, Drafting Reports, Programme Planning, Delivering Results, Monitoring & Evaluation, Partnership Building.
- Language Requirements: Fluency in both English and Portuguese is required.

Desirables: Knowledge of another official UN language or a local language; additional relevant post-graduate courses; CATS principles, rural water supply, urban sanitation; relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
