UNICEF Haiti is looking for a dedicated and dynamic Child Protection Specialist to coordinate and strengthen Haiti's Monitoring and Reporting Mechanism (MRM) on grave violations against children. Under the direct supervision and guidance of the Chief, Child Protection Section, and within delegated authority, you will coordinate and strengthen the MRM, ensuring sustained and effective monitoring of grave violations against children (CAAC) across Field and Regional Offices. You will manage MRM information and reporting, including the receipt, analysis, compilation, and transmission of relevant data to the Chief of Child Protection for review and validation before submission to the MRM Technical Working Group and the CTFMR Co-Lead. You will also promote partnerships and coordination within the Haiti Country Office, the MRM Technical Working Group, and with relevant technical staff at Regional Office and Headquarters levels, serving as the focal point for MRM-related interactions. In addition, you will support child protection actions in emergencies, including measures to address grave violations against children and programming for children affected by conflict and other crises.
Key tasks: Support the CTFMR Secretariat and MRM Technical Working Group; implement the MRM and strengthen monitoring and reporting of grave violations; coordinate with other monitoring mechanisms and key partners; prepare CTFMR reports and briefings and support CAAC advocacy; keep CTFMR co-chairs and donors informed of CAAC developments; support fundraising, fund management and reporting for MRM activities; mainstream child protection and CAAC concerns across UN operations; strengthen partnerships and coordination with relevant actors; support CAAC advocacy and liaison with the Office of the SRSG; strengthen national child protection capacity, particularly with the HNP; support field missions and joint assessments on child protection.
Minimum requirements: Master's or equivalent (Advanced University Degree) in Political Science, Law, Social Science, International Relations, Human Rights or other related fields. At least 5 years of relevant work experience in Child Protection, Law, Human Rights, Political Affairs or International Relations, including in the promotion and protection of the rights of the child in accordance with international standards. Skills in Child Protection, Children and Armed Conflict (CAAC), Monitoring and Reporting Mechanism (MRM), coordination, international relations and project management. Fluency in French and English is required.
Desirable: Knowledge of another official UN language or a local language; experience in field missions, peacekeeping, armed conflict, post-conflict, socioeconomic or political analysis, or security analysis affecting the protection of children; experience drafting high-level child rights reports such as Global Horizontal Notes; experience in the UN Common System or a comparable international organization; relevant country-level experience in development, fragile settings and humanitarian contexts.
