WeWorld is an independent Italian organization that has been working in international cooperation and humanitarian aid for 50 years, present in more than 20 countries with over 166 emergency, humanitarian aid and development projects. WeWorld has been present in Syria since 2011, initially with an emergency education intervention for Iraqi refugees in Aleppo, and since 2014 providing humanitarian assistance to the Syrian population and IDPs in sectors such as Education in Emergency and WASH. Main donors include the EU (ECHO), AICS, UN-OCHA and INGOs such as Plan International.
Position: Head of Support Services Syria. Reporting to the Country Representative. Location: Damascus. Starting date: 01/11/2026. Family duty station: NO. R&R: YES. Contract type: Expatriate (International).
The Head of Support Services will be responsible for the management of all support services departments (Logistics and Procurement, Finance and HR) in Syria and for the administrative management of projects funded by different donors. Responsibilities include financial reports, accounting, verification of supporting documents, procurement, logistics, human resources, planning and budgeting, working in close cooperation with the Project Managers and the Country Representative.
Key tasks: line manage and support all support services staff (HR, Logistics & Procurement, Finance); supervise deliverables and timelines related to grants, contracts, vendors and partners; ensure archiving of HR, Finance and Procurement documents per WeWorld guidelines; produce and disseminate the Local Operational Manual; ensure key policies and SOPs are developed and updated; design support services routines and systems; audit support processes and strengthen oversight and anti-corruption systems; ensure staff training on internal policies; analyse staffing needs, compensation and performance review practices; ensure compliance with employment regulations on payroll and insurance; ensure accounting is recorded and monitored; monitor project expenditure against approved budgets; prepare financial reports per donor and internal rules; prepare and monitor country budgets and cost allocation tables; supervise procurement procedures per the WeWorld Global Procurement Manual and donor guidelines, including assets, fleet, warehouse and base management; support the Country Representative on safety and security measures and emergency headcount; and supervise expenditure verifications, audits and spot checks.
Essential requirements: Degree in Economics, Political Science or related fields; deep knowledge of main donors' administrative rules and procurement procedures (ECHO, EU, UN, AICS); written and spoken English; full professional competency in Microsoft Office. At least 2 years of previous professional experience in similar roles. Planning, reporting, monitoring and evaluation skills; organization and teamwork skills; ability to train staff; ability to work under pressure in complex and multicultural contexts; integrity and commitment to NGO values. Desirable: previous professional experience in Syria or the Middle East; excellent written and spoken Italian and/or Arabic.
What we offer: a first 6-month contract subject to verification, followed by a renewable 6-month collaboration contract after positive evaluation. Base salary EUR 3,190 - 3,790 monthly plus contributions reflecting role complexity and hardship level. Accommodation in the WeWorld Guest House; 2.5 days annual leave per month; R&R of 5 days every 12 weeks with a EUR 1,000 allowance; one return flight every 12 months; health insurance covered.
