Nonviolent Peaceforce (NP) reimagines security and civilian protection in areas most impacted by conflict by working alongside communities to interrupt and prevent violence. NP is a global civil society organization that works with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). Programming is thematically focused on protection in displacement, child protection, gender-based violence protection, inter-communal violence reduction, social cohesion and civic engagement. NP first established a presence in Ukraine in 2014/2015 and has had a sustained presence since April 2022, providing direct protection to at-risk civilians and hands-on support to front-line volunteer collectives.
 
The Head of Programme (HoP) joins the Head of Mission (HoM) to provide co-leadership for all existing and emerging programmes in Ukraine. The HoP is responsible for ensuring the country programme is coherent, well-planned and in line with NP's global mandate, monitoring and assessing the Ukraine programme for effectiveness and adherence to agreed deliverables, budgets and commitments. Duty station is Odesa, Ukraine, with frequent travel to all NP programme sites.
 
Key responsibilities:
  • oversee the Programme Team and provide technical direction and high-quality programme implementation;
  • coordinate and line manage Programme Managers in the East and South of Ukraine;
  • provide progress reports to the HoM and Senior Management Team;
  • develop and manage project budgets and act as budget holder;
  • develop and oversee Monitoring and Evaluation efforts and tools;
  • act as a key focal point for donor engagement and maintain donor relationships;
  • oversee the Grants/Programme Development team, grant reporting and donor compliance;
  • lead strategic programme development and proposal development for new programmes;
  • nurture a positive supervisory culture, coach staff, lead recruitment and build the capacity of national staff; and represent NP in coordination, advocacy and governmental fora.
Qualifications: a university degree in social sciences, international development or a related field is desirable but not essential (equivalent professional experience may substitute); minimum 5 years' experience in a senior humanitarian position with line and project management responsibilities; experience managing in a complex emergency context and in volatile contexts; previous experience with Unarmed Civilian Protection; demonstrated experience engaging with armed groups, military, local and national government officials and NGOs; ability to analyse conflict, security and political contexts; proven donor fundraising and grant management experience including proposal development for institutional donors; understanding of conflict and peacebuilding concepts and international human rights and humanitarian law; strong understanding of the political and security context in Ukraine; fluency in written and spoken English; advanced computer skills; knowledge of Ukrainian/Russian an asset.
 
The position requires travel to field sites, including locations with limited communications, and the ability to manage in insecure environments. Position type: Full-Time/International, Senior Manager/Supervisor level.
