CIFOR-ICRAF (Reference number 202630, Local Position, duty station Nairobi, Kenya or Bogor, Indonesia) is seeking a Finance Manager – Grants. The Center for International Forestry Research (CIFOR) and World Agroforestry (ICRAF) are non-profit science institutions and CGIAR members working on forests, agroforestry, climate and biodiversity to improve lives and restore ecosystems.
Overview: The Finance Manager – Grants provides overall financial leadership, risk management and oversight for projects under their team; manages all financial aspects of grants and donor funds, ensures compliance with grant agreements, and develops procedures, policies and guidelines for financial management and reporting of donor-funded projects; and leads technical financial support to Grants Finance Officers, Scientists and Project Managers.
Duties and responsibilities: 1) Grants monitoring — lead budget monitoring, ensure expenditure stays within donor budgets with no overspends, advise on grants accounting and accurate coding, coordinate budget vs expenditure review meetings, maintain project records, minimise financial risk and maintain internal controls, liaise with the Program Management Unit on Letters of Agreement, project set-up in myTree and OCS, budget codes and project closure, and prepare project performance reports including funding status and burn rates. 2) Grants reporting and compliance — coordinate preparation, review and timely submission of donor financial reports, respond to donor queries, approve reports, and build capacity of grants finance staff and local partners. 3) Partner financial management monitoring — develop partner monitoring tools, ensure partner compliance and spending within budgets, review partner expenses and lead partner capacity building. 4) Grants budget revisions — supervise budget revisions and extensions with the Resource Mobilization and Research Teams and ensure full cost recovery. 5) Institutional, grants and partner audits — plan and oversee grants audits, attend entry/exit meetings, review draft audit reports and management responses, and support the annual statutory audit. 6) Donor payables and receivables — monitor and reconcile balances, ensure invoicing timelines and prompt collection. 7) Team leadership — supervise, coach and appraise direct reports. 8) Internal controls — implement and evaluate control systems and safeguard assets. Also supports annual budgeting and pre-award proposal/budget development.
Education, knowledge and experience: A master's degree in a relevant field is desirable; professional accounting qualification (CPA, ACMA, CA); minimum 10 years' experience including at least 3 years in senior/middle management; broad knowledge of auditing, accounting and finance; strong quantitative and analytical competency; project or cost accounting experience; fluency in written and spoken English; senior leadership engagement and reporting experience; experience with major donor regulations such as USAID, GIZ, EC/ECHO, DFID and UN funding streams is a must; ERP experience (Agresso Unit 4, Vision XL) an advantage.
Terms and conditions: Locally Recruited Position (LRS) with competitive remuneration in local currency. Initial appointment of two (2) years with a six-month probationary period, extension possible subject to performance, continued relevance and resources. Duty station will be either the CIFOR-ICRAF offices in Nairobi, Kenya or Bogor, Indonesia.
