The Danish Refugee Council is one of the world's leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population/host communities. Currently, DRC is looking for a highly qualified Finance Manager based in Caracas, Venezuela.
 
About the Job:
DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, information sessions for PoCs, human trafficking prevention, rehabilitation of health infrastructure, and food security.
 
General Purpose of the Position:
This position has a national focus and ensures compliance with DRC procedures and guidelines within the country. This position contributes to the development of national strategies, which are translated into action plans and daily tasks. Provide general advice, coordination and technical support to the financial teams in Venezuela, ensuring compliance with the financial chapters of the DRC Operations Manual and donor rules.
 
Main responsibilities:
 
People management:
  • Lead and manage the finance team (including recruitment, people planning, performance, well-being and development)
  • Support the development and implementation of staff financial management capacity.
  • Coordinates the day-to-day activities of small teams, often composed of subordinates and/or employees performing similar tasks.
  • Implements the manager's decisions through the work of subordinate employees, often playing a role in deciding how to do so; and how to achieve the objective set by the manager.
 
Financial management:
  • In close cooperation with rank-and-file managers, strengthen existing procedures and systems for financial management and control in compliance with the guidelines of the DRC Operations Manual, Venezuela's internal guidelines, and donor requirements.
  • Focal point for the Master Budget and monitoring forecasts for the national programme and updating it regularly.
  • Focal point of the BFU (Budget Follow Up) for the National Office and for consolidation of forecasts for all DRC Offices in Venezuela.
  • Perform quarterly analyses based on project forecasts, costs to be hedged and working capital to describe the financial performance of the organization at the national level.
  • Ensure timely delivery of quality financial reports to donors and internal reports to colleagues and headquarters.
  • Monthly financial reports to the appropriate manager
  • Ensure comprehensive and effective budgetary control in national programmes by acting as a business financial partner.
  • Coordinate with the appropriate managers on key financial issues for all country programs, including co-financing, financial reporting, key variances, and any corrective actions.
  • Reviews the consumption, allocation, and revision of the Country Office's budgets.
  • Review and develop budget proposals, including budgeting support costs for the Country Office, collaboration with program managers, and support services functions.
  • Be prepared for internal and external audits.
  • Ensure all necessary documentation for financial audits in cooperation with coordination staff and headquarters.
  • Ensure that monthly meetings are held with the budget holder to discuss major variances, the reasons for these and any necessary corrective actions.
  • Assist the national program in the design of relevant financial KPIs.
 
Support in the implementation of financial procedures:
  • Support the development and implementation of staff financial management capacity.
  • Provide technical support and advice to finance teams in Venezuela.
 
Cash and Financing:
  • Collect cash forecasts from all base managers and request funds in a timely manner.
  • Maintain a continuous view of funding levels and pay particular attention to shared support costs, including staff salaries.
  • Ensure all necessary documentation for financial audits in cooperation with coordination staff and headquarters.
 
Accounting:
  • Ensure compliance with the country's relevant legal and financial obligations, such as taxes, levies, and statutory declarations.
  • Ensures compliance and monthly closing of accounting.
 
DRC Dynamics ERP System:
Ensure that DRC Dynamics is used to its maximum capacity.
As a manager, you are responsible for the following:
  • Responsible for the achievement of DRC's strategic objectives within his area of responsibility.
  • Responsible for making important decisions about what the unit does: its purpose, functions, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Responsible for the management of personnel of direct reports. This includes hiring and firing, goal setting, probationary period, performance appraisal, staff development, performance management including underperformance, etc.
  • Responsible for making sound decisions based on DRC policies, POPs, standards and advice from DRC technical experts.
  • It offers expert advice and support to set strategy and ensure operational quality and compliance.
  • Responsible for providing specialist knowledge and operational knowledge within a specific discipline.
  • Analyze internal processes to propose improvements and avoid duplication of tasks.
  • You may also have technical responsibilities online, but usually in technical or operational matters.
  • Ensure the correct application of ERP financing processes in the country.
  • Apply reporting and analysis of ERP system data to improve performance in the country.
  • Make sure ERP support by country is in place.
 
Experience and technical skills:
  • Minimum 5 years of hands-on experience in financial management
  • Minimum 3 years of experience in people management
  • Proven experience in budgeting and managing large budgets (multi-year and multi-donor).
  • Competence in the provision of technical guidance and training.
  • Proven experience working with local partners, local/government authorities and in consortium modalities.
  • Work experience with relevant donors (e.g. UNHCR, WFP, GFFO, ECHO, VHF)
  • Excellent interpersonal skills and demonstrated ability to establish effective working relationships at all levels, especially with national employees.
  • Strong analytical and conceptual skills, excellent communication skills.
  • Advanced Excel proficiency
  • Experience working with an integrated ERP system – MS Dynamics is a plus.
  • Complete professional proficiency in Spanish
  • Complete professional proficiency in English – minimum compulsory B2 according to the CEFR
 
Education:
  • Master's degree from a top-tier university in Finance/Accounting, Business Administration or Economics
 
Languages:
  • Fluency in written and spoken Spanish and English.
