The African Union Development Agency (AUDA-NEPAD) invites applicants who are citizens of African Union Member States for the post of Programme Officer, African Health Security Manufacturing Initiative.
Under the supervision of the Senior Programme Officer, the Programme Officer will support the planning, coordination, and implementation of the African Health Security Manufacturing Initiative (AHSMI), a strategic partnership between AUDA-NEPAD and Unitaid aimed at strengthening Africa's pharmaceutical manufacturing ecosystem to advance health security and equitable access to quality health products. The incumbent will contribute to the delivery of project activities by providing technical, analytical, and coordination support across all project outputs.
Required Skills and Competencies: Sound knowledge of programme and project management principles, with the ability to support planning, implementation, monitoring, and reporting of multi-stakeholder programmes; strong analytical and problem-solving skills, with the ability to collect, analyse and synthesise technical information, market intelligence and policy data into clear reports and recommendations; good stakeholder engagement and interpersonal skills with governments, Regional Economic Communities (RECs), development partners and industry stakeholders; excellent written and oral communication skills, including preparing technical reports, policy briefs and presentations; good understanding of pharmaceutical manufacturing, health systems, regulatory environments, Good Manufacturing Practice (GMP), and continental health and industrialisation initiatives in the African context; knowledge of results-based management, monitoring and evaluation, performance reporting and risk management; proficiency in Microsoft Office and digital collaboration, project management and data visualisation tools; ability to work independently and collaboratively in a multicultural, multidisciplinary environment.
Education and Experience: A minimum of a Master's Degree in Pharmacy, Pharmaceutical Sciences, Public Health, Health Sciences, Life Sciences, Health Economics or Health Policy with at least two (2) years of progressive experience in pharmaceutical manufacturing, public health, health systems strengthening, pharmaceutical policy or health programme implementation within an international, regional or national organisation; OR a Bachelor's degree in the same fields with at least four (4) years of such experience. Experience implementing health or pharmaceutical manufacturing programmes involving multiple stakeholders is required. Experience in research, policy analysis, evidence generation, market intelligence or technical reports is desirable, as is experience with African Union institutions, RECs, international organizations and regional health initiatives.
Remuneration: Indicative basic salary of US$35,044.83 per annum plus other entitlements, e.g. Post Adjustment (57% of basic salary), Housing allowance (US$21,832.88 per annum) and gratuity (15% of gross salary), in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
