JOB DESCRIPTION:
The Finance, Budgeting & Reporting Manager will assist the Finance and Emergency Deputy Director of Finance in budgetary and reporting matters for the IRC-DRC country office. The position will be responsible for the financial management of projects, budget monitoring, financial reporting to donors, cash flow and expenditure forecasting, staff/partner training, and capacity building on budgetary and reporting issues.

RESPONSIBILITIES:

Accounting:
* Ensure that budgets are entered into the Integra system in a timely and up-to-date manner. This includes budgets for new projects as well as realignments of ongoing projects.

Donor Budgets and Reports:
* Work with program and grants staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and the direct and indirect costs of Headquarters.
* Assign D2 codes to the budget lines of each grant in collaboration with project managers and the supply chain.
* Prepare the first draft of the financial report to be submitted to the Finance and Budget Coordinator.
* Prepare forecasts and expenditure plans for grant meetings. Participate in all grant meetings (opening meeting, implementation review meeting, closing meetings).
* Analyze actual expenditures against budget forecasts to ensure maximum use of budgeted amounts and to provide realignment recommendations as needed by checking overspending/underspending on the budget.
* Assist the Finance Coordinator in charge of accounting in the process of allocating support costs across different projects by reporting projects at risk of overruns in a timely manner.
* Ensure that donor regulations are respected for all aspects of operations.
* Identifying procedural or training problems to be solved in order to improve the data quality of the various reports.
* Preparation of donor reports in a timely manner in accordance with donor agreements and contracts.

Partnerships/Sub-grant management:
* Supervise the Partnership Officer, Budget Monitoring and Finance, and ensure that checklists and procedures are followed for systematic reviews of financial reports and that comments on the report are shared with partners.
* Liaise with the finance manager and the partnership manager to identify gaps in partner capacity building.
* Monitoring of pre-assessment examinations to determine the capacity needs of sub-beneficiaries.
* Review the cash request for sub-grants and ensure the timely transfer of funds.
* Review of sub-grant advance amounts in relation to declared expenses, ensure regular reconciliation of the advance account in Integra and Power BI.

Financial analysis and expense tracking:
* Provide regular financial analysis of expenses charged on projects and prepare correction journals that allow budget lines to be charged only for related expenses.
* Ensure that the data on the Power BI application is up-to-date and accurate with respect to project budgets.
* To act as interim Financial and Budget Coordinator in case of absence.

Audit:
* Ensure proper archiving of FACE forms/invoices as well as all financial reports submitted to donors and make them available upon request to auditors.
* Assist the Finance Department in audit cases.

REQUIRED PROFILE:
* University degree in Finance or Economics;
* Computer skills with significant experience in Excel, knowledge of an Enterprise Resource Planning (ERP) system will be an additional asset;
* Minimum three years of experience in a Budgeting and reporting role;
* Knowledge of the rules and regulations of the various donors; SIDA, OCHA....
* Good oral and written communication skills in French and a good knowledge of English are an asset.
