The Senior Finance Specialist will be part of the Project Management Support expertise (ProMt) unit and seconded on a full-time basis to projects and/or programmes. The role is responsible for the comprehensive financial management of projects and programmes, including sound financial controls, budgeting, monitoring, reporting, auditing and forecasting, financial risk assessment and management, and capacity building for Oxfam country offices and partners. You will collaborate with and guide the financial officers of projects and programmes to ensure quality financial administration in line with Oxfam Novib and donor requirements. Key responsibilities: advising the project leader based on financial analysis; setting up project-wide financial planning and reporting systems; drawing up and monitoring the consolidated project budget including all partners; providing financial oversight on budget follow-up; coordinating the annual external audit; managing financial risks; and contributing to a knowledge base around donor requirements. Requirements: a first-level university degree (Bachelor/HBO) in financial management, business administration, accounting or relevant social sciences; a minimum of five years' experience in financial management or controlling in a project-based organization; experience in an international setting is an advantage; fluency in English required (French/Dutch an asset). The position offers a one-year contract (with a one-month trial period) based at the office in The Hague, working hybrid, salary scale 9 (€3,543-€5,328 gross) based on 36 hours a week.
