Individual Consultant – Project Mid-Term Review (Smallholder Agricultural Transformation Project / MOSAP 3)
The Ministry of Agriculture and Forestry (MINAGRIF), Angola, financed by the World Bank under Loan No. BIRD-9396-AO, invites expressions of interest from eligible individual consultants to conduct the Mid-Term Review of the Smallholder Agricultural Transformation Project (MOSAP 3), Reference No. 177/C3/C/MOSAP3/26.
Scope of Services:
The consultant will assess progress made toward the achievement of the project's specific objectives, outcomes, and impact on the lives of smallholder farmers directly involved in project activities, including their families, communities, and the responses of policy makers at local and national levels. The review will gauge community and stakeholder participation and ownership of the implementation process, and identify intended and unintended outcomes, best practices, lessons learned, and challenges. Services are expected to commence by no later than September 28, 2026.
Qualifications and Experience Required:
- Advanced university degree (Master's or PhD) in Agricultural Economics, Rural Development, Agronomy, Development Studies, or related fields
- Minimum 10 years of professional experience in agricultural development, rural livelihoods, or related sectors
- At least 5 years of proven experience conducting project evaluations, preferably for World Bank, IFAD, FAO, or other donor-funded agricultural/rural development projects
- Strong knowledge of OECD-DAC evaluation criteria, logical framework approaches, and results-based management
- Proficiency in mixed-methods evaluation techniques (quantitative surveys, qualitative interviews, participatory rural appraisal)
- Prior work experience in Sub-Saharan Africa, preferably Angola or Lusophone countries
- Excellent analytical, writing, and presentation skills in English; proficiency in Portuguese is a strong asset
- Demonstrated independence, impartiality, and integrity in evaluation assignments
Selection will follow Open Competitive Selection of Individual Consultants per World Bank Procurement Regulations (November 2020 edition).
