The position of Financial Sector Specialist is assigned to Finance Sector Office (SD3-FIN) within the Sectors Department 3 (SD3). Based at ADB Headquarters in Manila, Philippines (relocation required, with expenses covered). Reports to Director, Finance and oversees junior team members.
The role contributes to the formulation and articulation of policy and strategies in the finance sector in developing member countries (DMCs), leading the identification, development, processing, implementation, and administration of loans, technical assistance (TA) projects, and providing relevant stakeholders with technical support and knowledge.
Key Responsibilities:
- Support identification, design, processing and administration of operations and TA projects, including gathering inputs from regional stakeholders, organizing sector working group meetings, conducting background research, drafting TA papers, and monitoring projects.
- Monitor closely the financial sector in Central West countries, interact with key stakeholders including resident missions, and provide research inputs to structure sector-specific investment programs.
- Process and administer sub-regional and DMC-specific loans, grants, and TAs in finance sector development, with attention to development policies and climate change impacts.
- Collaborate with other sector offices and departments to propose integrated solutions, including joint approaches with the Private Sector Financial Institutions Division.
- Identify and introduce innovative solutions and international best practices in formulating and administering loans, grants, and TAs.
- Coordinate with regional departments, resident missions, Office of Safeguards, and Climate Change and Sustainable Development Department.
- Continuously assess finance development policies and strategies to ensure comparability to international best practices.
- Develop and maintain strategic partnerships with external partners for knowledge and project opportunities.
- Lead in-house studies and seminars; prepare reports or policy briefs on finance sector topics.
- Ensure ongoing learning and development of reporting staff.
Qualifications:
- University degree in finance, economics, business administration or relevant fields; preferably post-graduate level.
- At least 6 years of relevant work experience in finance sector including banking, capital markets, and MSME access to finance.
- International experience working as a project team leader or project economist in several countries or multilateral/international development agencies.
