JOB PURPOSE
The West and Central Africa Regional Office contributes to the wider International Secretariat by carrying out impactful and locally relevant research and campaign to ensure that those responsible for human rights violations and abuses are held accountable and that practical solutions bringing about real change in people's lives happen. The Human Rights Education Programme supports human rights educators and activists in the planning, implementation and evaluation of human rights education.

The purpose of this role is to ensure the effective financial management of a restricted project coordinated by Amnesty International's West and Central Africa Regional office and more generally support the administrative and finance team. The additional grant for the new phase of the project which first aimed at strengthening mechanisms and resources to combat FGM and child marriage in Burkina Faso, Senegal and Sierra Leone has now a wider scope of work addressing gender-based violence (GBV) issues by raising awareness and strengthening the capacities of different institutional and community stakeholders in the three countries. The program is supported by an external grant via Amnesty International UK and implemented by the national "sections" based in Burkina Faso, Senegal and Sierra Leone.

MAIN RESPONSIBILITIES
* Review quarterly expenditure forecasts and financial reports submitted by the national sections involved in the program to ensure alignment with narrative reports.
* Prepare quarterly forecasts and reports of expenditure incurred by Amnesty International's West and Central Africa Regional Office (AIWCARO).
* Support national sections to organize annual audits of program income and expenditure which should confirm the accuracy of financial reporting.
* Prepare all FJSI financial reports, expenditure forecasts and fund requests to the donor and coordinate with the national teams (Sections).
* Prepare accurate and timely consolidated financial reports to donors as required in close collaboration with Amnesty International UK.

SKILLS AND EXPERIENCE
* Prior experience in the successful management of multi-year and multi-country programs with high-value budgets funded by external donors, preferably in the context of international NGOs.
* University education qualification in finance or related field.
* Knowledge of donor requirements and compliance.
* Ability to analyze, evaluate and summarize financial reports for accuracy and compliance with procedures, rules and regulations.
* Excellent verbal and written skills in English and French.
