1. PURPOSE OF THIS CONTRACT
The purpose for this procurement is to onboard a consultant who will update the overall structure and design elements of the Just Energy Transition (JET) Policy Toolkit website (https://www.justenergytransitionhub.com/) that was launched in 2024 by Oxfam's Fair Finance Asia (FFA) and Influencing Just Energy Transition in the ASEAN (IJET) Programs. The main objective of this consultancy is to redesign the website, improve design elements, and integrate updated content to enhance user experience and engagement, updates and streamlines content for key influencing targets and stakeholders and further heightens the visibility of FFA and IJET as regional thought leaders in sustainable finance, gender-transformative JET financing, and other cross-cutting themes.
2. BACKGROUND AND CONTEXT
2.1 About Fair Finance Asia
Fair Finance Asia (FFA) is a program funded by the Swedish Embassy in Bangkok, Thailand. Between 2018 and 2022, FFA implemented its Phase 1, and in 2023 began implementing its Phase 2 running until 2027. FFA is a network of over 90 civil society organizations (CSOs) in Asia working to ensure that financial institutions operating in Asia are transparent and accountable to Environmental, Social, and Governance (ESG) criteria in their business activities and investment decisions. FFA aspires to contribute to the reduction of inequality in Asia by creating an enabling policy environment for the integration of social and environmental considerations in the Asian financial sector and ensuring that financial institutions (FIs) advance the interests and needs of local communities toward their rights and well-being.
Currently, FFA is operational at the regional level and in 10 countries across Asia, namely – Bangladesh, Cambodia, India, Indonesia, Japan, Lao PDR, Pakistan, Philippines, Thailand, and Vietnam. FFA's regional Executive Team (ET) is stationed in Phnom Penh, Cambodia.
The results areas of FFA are as follows:
* Financial institutions (FIs) operating across the region increasingly adopt or improve sustainable finance policies, practices, and public disclosure.
* Regulators and governments increase independent monitoring of FI policy, practice and accountability and transparency, and improve the regulation of FIs, including through mandatory regulation.
* Regional financial sector actors take increasing actions to require and enforce improved standards for FIs' policies, practices, accountability, and transparency.
* Strong and resilient civil society across the region effectively influences the sustainable finance agenda across the region, integrating a gender lens and community voice.
* Other actors (intermediary stakeholders) have increased awareness and take increased action to influence the sustainable finance agenda.
2.2 ABOUT I-JET
The Influencing Just Energy Transition in the ASEAN (IJET) project is supporting the Association of Southeast Asian Nations (ASEAN) and member states in prioritizing the transition away from fossil fuels to renewable energy. In particular, the project is working to engage selected ASEAN member states in their energy transition to strengthen human rights and community-initiated renewable energy solutions; with the long-term aim being that all people in Southeast Asia have access to affordable renewable energy that improves their lives and aligns with global climate commitments.
By the end of 2027 the project aims to deliver the following outcomes:
* Outcome 1: Non-state actors at national and regional levels actively contribute to shifting the narrative towards a gender responsive and socially inclusive energy transition.
* Outcome 2: National and regional level energy policy frameworks and finance mechanisms are gender responsive and socially inclusive
* Outcome 3: Increased private and public funding for community-initiated gender and socially inclusive RE initiatives.
2.3 CONTEXT OF THE CONSULTANCY
In August 2024, FFA and IJET launched the Just Energy Transition (JET) Policy Toolkit (https://www.justenergytransitionhub.com/) with the aim of serving as a repository of recommendations for energy and climate policymakers, financial regulators, private financial institutions, multilateral development banks (MDBs), and energy companies; and a resource for civil society organizations (CSOs) and grassroots organizations advocating for greater transparency and accountability in the region's energy transition with evidence-based data and insights.

* Estimated budget for this consultancy accompanied by a cost breakdown based on deliverables or days or hours spent (per relevant individuals involved) and related fees. The consultancy fee should be mentioned in both GROSS and NET fees in US Dollars, which includes all applicable local taxes. In Cambodia, the consultancy fee is subject to 15% withholding tax for resident tax-payer or 14% withholding tax for non-resident tax-payer.
