About This Role
The Specialist for Health and Nutrition provide technical leadership, support, coordination and monitoring of health and nutrition programming for ChildFund Philippines, either as stand-alone interventions or as embedded components in other programs under ChildFund Philippines' Country Strategic Plan. The scope of the role includes maternal and child health and nutrition (e.g., First 1000 Days strategy), adolescent sexual and reproductive health and related technical areas. The post holder leads the conceptualization, design and drafting of concept notes/proposals for funding in coordination with the Business Development Unit. The post holder is also responsible for strengthening the capacity of ChildFund's implementing partners on the design and implementation of health and nutrition programs. The post holder represents ChildFund Philippines in external health and nutrition-related networks and coordination with relevant government and non-government organizations as well as related internal networks/working groups or coordination bodies at the regional and global levels.
Required Experience and Education
* At least 5+ years' experience in areas of public health and nutrition, preferably with an international development organization.
* Bachelor's or higher-level degree in public health, early childhood development, social work or other relevant fields. Equivalent relevant experience may be acceptable in lieu of degree.
* Good knowledge of child rights and child development will be an advantage.
* Outstanding written and oral communication skills
* Demonstrated experience in serving as a technical specialist in multi-cultural work environments focusing on program development and management.
* Demonstrated ability to build, develop and foster relationships internally and externally.
* Excellent administrative communications, negotiation, and decision-making skills.
* Ability to represent and interact with key representatives/officials of funding agencies, government agencies, international organizations, and NGOs.
* Strong organizational, interpersonal, communication and report writing skills.
Primary Responsibilities
Program Design
• Support the country's strategic planning process and provide technical leadership in health and nutrition program development.
• Coordinate or lead primary and secondary data gathering as well as consultations with different stakeholders to substantiate or inform program/project design.
• Provide technical support to ChildFund's implementing partners in the design of health and nutrition projects in accordance with set quality standards.
• Generate health and nutrition-related content for external communications and reports.
Program Management and Implementation
• Build capacity of relevant staff and partners on technical elements related to health and nutrition interventions through mentoring, training, knowledge/information exchange, experience sharing and technical guidance.
• Planning and pilot resting innovations and new approaches to improve program quality and impacts.
• Regularly review and monitor progress of programs in accordance with established indicators, guidelines, allocated budget, and scope; provide recommendations for improvement.
• Support identification and selection of consultants or partnerships needed for supporting program delivery in the country office.
Grants Acquisition and Management Support
• Coordinate and provide technical expertise in project ideation and preparation of concept notes and proposals.
• Support the intelligence gathering, country office positioning, rapid response to competitive bids, and general project development and negotiations with donors.
• Facilitate appropriate and legally sound relationships between the country office, region and organization with funding institutions.
• Review and edit program reports for submission to donors and International Office in line with donors' required standards.
Research and Innovation
• Ensure high quality implementation of research and evaluation activities to support health and nutrition programs and related interventions across life stages.
• Undertake special project activities to research and or innovate programs and practices to keep the program more evidence-based and effective.
Visibility and Representation
• Build/deepen partnerships with external partners, government and stakeholders based on organizational strategy; promote networking, collaboration and engagement with relevant platforms and processes within the country office's Strong Core Program portfolio.
• Help promote ChildFund's learning network of practitioners that can serve as a capacity building resource and facilitate the sharing of information.
• Participate in related regional and global health and nutrition networks within ChildFund International and the ChildFund Alliance.
Knowledge Management and Learning
• Develop learning and knowledge products in the area of technical expertise that meet standards and enable organization-wide learning and sharing by documenting approaches, project and program designs and lessons, case studies and other knowledge products.
• Seek and leverage existing knowledge products in order to increase efficiency and effectiveness.
