Overview
This administrative position will be split into two part-time in-house consultant contracts:
Contract 1 issued by Palladium International Limited: Facilitation Consultant
Contract 2 issued by European Forest Institute (EFI): Administrative Officer

Location
The role will be based in Honiara, Solomon Islands.

Duration
12 months initially, with a view to extending periodically.

Project Scope of Work: Palladium International Limited
The Forest Governance, Markets and Climate Phase 2 (FGMC2) programme is a UK government initiative led by the Foreign, Commonwealth and Development Office (FCDO) to tackle illegal and unsustainable forest use while promoting inclusive economic growth. Building on the success of FGMC Phase 1, the second phase aims to strengthen forest governance, reduce trade in illegal timber, and support rights for Indigenous Peoples and local communities. The programme operates across multiple tropical forest countries and engages with consumer markets to influence global trade practices, ensuring that forest products are sourced legally and sustainably.

FGMC2 is structured around three core components: partnerships with producer countries to drive governance reforms, alliances with consumer markets to reduce negative forest impacts, and global engagement to shape international norms and policies. The Facilitation Services contract plays a critical role by deploying in-country facilitators who act as impartial brokers, fostering inclusive stakeholder dialogue and helping overcome political and operational blockages. Palladium operates the Facilitation Services contract in numerous countries across the world.

Through adaptive management, rigorous monitoring, and collaboration with the Programme Management Strategy and Support Team (PMSST), FGMC2 aims to deliver transformational change - improving forest governance, sustaining political momentum, and creating lasting benefits for people and ecosystems.

Project Scope of Work: European Forest Institute
The European Forest Institute (EFI), through its Global Partnership Unit (GPU), is a key implementing partner in delivering technical support and facilitating knowledge exchange under the FGMC under the EFI Rapid Response Programme (EFIRRP). EFIRRP supports countries in Africa, Asia – Pacific and South America to address their forest governance and land use challenges.

The Administrative Officer will provide administrative and financial support to EFI’s engagement in the Solomon Islands under the FGMC programme and will part of the Internal Support Team within the Global Partnership Unit. This team plays a key role in ensuring use of funding and other effective administration of the unit’s operations and various programmes.

Terms of Reference: Palladium International Limited (Facilitation Consultant)

The purpose of this position is to support the role the Solomon Islands Forest Governance Facilitator in the implementation of effective and efficient operational, financial and compliance activities in Solomon Islands in accordance with contractual obligations, company policies, Group Standard Operating Procedures (SOPs) and Guidelines, and client rules and regulations. Specific responsibilities include but are not limited to:
• Make national, regional and international travel arrangements for the Solomon Islands Facilitator and other stakeholders.
• Support the Solomon Islands Forest Governance Facilitator with organizing meetings and events.
• Support the Solomon Islands Forest Governance Facilitator with organizing and preparing expense claims and receipts. This includes filing of documents electronically and as hard copies if necessary, and ensuring that they are easily retrievable when required.
• Assist with procurement of services and supplies following the Standard Operating Procedures (SOPs).
• Support with the management of office utilities, rent, security and administration.
• Any other administrative or financial activity as reasonably required by the Solomon Islands Forest Governance Facilitator or the Project Management Team.

Terms of Reference: European Forest Institute (Administrative Officer)
• Administrative and logistical coordination in close consultation with EFI RRP National Coordinators in Solomon Islands. This includes providing administrative and financial support for meetings and travel, preparing associated documentation and ensuring adherence to EFI rules and procedures.
• Event planning and logistical execution of meetings and consultations, including:
o Technical workshops
o Stakeholder dialogues involving government, civil society, and the private sector
o Coordination of venue and accommodation bookings, participant travel bookings and travel allowances, catering, and support for dissemination of invitations and agendas
• Support to administrative and financial reporting processes after meetings and workshops, including the collection of receipts and all evidence needed for reporting purpose.
• Provide administrative and financial capacity building for service providers implementing EFI-supported contracts and activities. This includes ensuring timely submission of deliverables, invoices and financial reports in coordination with EFI’s technical leads.
• Provide assistance to the National Coordinator in the preparation and submission of travel plans and travel and expense claims for approval, ensuring accuracy, completeness, and compliance with EFI’s policies and procedures.

Level of effort
Approximately 18.5 days per month (full-time). This will be split evenly across both programmes and invoiced based on timesheets. The expectation is that this will be worked flexibly in accordance with the needs of the programmes. A review of the required level of effort will take place in the first three months.

Requirements
Essential
• Strong administrative and organisational skills, including experience arranging national and international travel.
• Experience supporting meetings, events, and stakeholder coordination.
• Ability to prepare and manage expense claims, receipts, and filing systems (digital and physical).
• Basic financial and procurement experience, including following SOPs and compliance processes.
• Excellent communication and interpersonal skills, with the ability to interact professionally with diverse stakeholders.
• High level of reliability, discretion, and attention to detail.
• Ability to work independently and flexibly.
• Proficiency in Microsoft Office and digital document management.
• Fluency in English and strong written communication skills.

Desirable
• Experience in international development, governance, or environmental programmes
Occasional travel to the EFI Asia Regional Office for training and coordination will also be required.

Shortlisted candidates will be asked to provide their expected fee rate.
