JOB SUMMARY
* The Data Management Officer is responsible for managing and organizing data related to O&M activities and cold chain operations across project areas in Syria.
* Develop and update databases and dashboards related to cold chain equipment status, breakdowns, preventive and corrective maintenance, and field response.
* Ensure data quality, accuracy, and completeness through regular review of technical team reports and data entries.
* Support the O&M Coordinator and technical teams in data analysis and generation of operational indicators for decision-making.
* Follow up documentation of field visits, work orders, equipment status, spare parts, and maintenance results.
* Promote the use of digital tools and periodic reports to improve monitoring, planning, and response to cold chain equipment failures.
Responsibilities and duties:
1. Data and Dashboard Management:
* Establish and update databases for cold chain equipment and related technical systems.
* Manage the O&M dashboard, including breakdowns, visits, response time, equipment status, and corrective actions.
* Ensure regular data entry by technical teams and review data completeness and accuracy.
2. Monitoring and Analysis:
* Analyze maintenance and breakdown data to identify recurring gaps and priority locations.
* Prepare operational performance indicators, including number of breakdowns, response time, preventive maintenance completion rate, and equipment status.
* Support maintenance planning and field follow-up based on available data.
3. Reporting and Coordination:
* Prepare periodic reports and data summaries to support management and technical teams in monitoring and decision-making.
* Coordinate with the O&M Coordinator, cold chain engineers/technicians, and cold room managers to ensure regular data flow.
* Support field teams in using digital forms, data collection tools, and reporting mechanisms.
QUALIFICATIONS AND SKILLS
Educational Qualification:
University degree or diploma--or equivalent--in one of the following fields:
* Management Information Systems
* Information Technology or Computer Science
* Statistics or Data Management
* Engineering, Health Management, or any related field
Experience:
* A minimum of 3 years of practical experience in data management, reporting, database development, or dashboard management.
* Experience with health programs, cold chain projects, or O&M projects is strongly preferred.
* Experience in data collection, cleaning, analysis, and periodic reporting.
Technical Skills:
* Advanced skills in Microsoft Excel and database management.
* Ability to use data analysis and dashboard tools such as Power BI or similar tools is an advantage.
* Ability to prepare clear and accurate reports in Arabic and English.
* Good coordination, follow-up, problem-solving skills, and ability to work with multiple field teams.
