2. INTRODUCTION AND BACKGROUND
The World Vegetable Center (WorldVeg), as a subgrantee of AGRA under the “Grow Green Model: Market Gardens for Jobs, Nutrition, and Climate Resilience” project and implementing partner of the Mastercard Foundation-funded Youth Empowerment for Food and Agriculture (YEFFA) project, seeks to engage a qualified Consultant to support synthesis and framework development under the Market Gardens for Jobs and Nutrition initiative.
This multi-country initiative is focused on empowering youth through climate-resilient horticulture, efficient irrigation and rainwater management, and sustainable market systems development. The initiative is being implemented in Tanzania and Mali, with technical coordination from WorldVeg’s Africa office in Nairobi.
The YEFFA project, funded by the Mastercard Foundation, aims to unlock dignified and fulfilling work opportunities for youth through market garden model interventions. The consultancy will consolidate project learnings and implementation experiences related to youth employment, climate resilience, nutrition enhancement, irrigation access, and market systems development among youth-led agribusinesses.
3. OBJECTIVES OF THE CONSULTANCY AND EXPECTED RESULTS
The objective of the consultancy is to synthesize project outputs, lessons learned, outcomes, and evidence into a coherent and scalable integrated framework that supports future programming, partnerships, and scale-up of the Grow Green Model initiative.
Expected results include a consolidated and scalable framework with actionable recommendations to guide future implementation, partnerships, and investment in youth-centered market garden models.
4. SCOPE OF WORK AND ACTIVITIES BY THE CONSULTANT
The Consultant shall conduct the following tasks:
4.1 Task A: Review and Synthesis of Project Outputs
4.1.1 Review all project reports, assessments, and tools.
4.1.2 Compile key findings across countries and project components.
4.1.3 Identify common patterns, innovations, and gaps.
4.2 Task B: Consolidation of Learnings and Outcomes
4.2.1 Document key outcomes related to:
4.2.1.1 Youth employment and income generation
4.2.1.2 Nutrition improvement
4.2.1.3 Climate resilience and sustainability
4.2.1.4 Market access and system strengthening
4.2.2 Highlight best practices and replicable models.
4.3 Task C: Framework Development
Develop a comprehensive and integrated framework that incorporates the following elements:
4.3.1 Core Program Components
4.3.1.1 Market garden production systems
4.3.1.2 Nutrition-sensitive agriculture integration
4.3.1.3 Climate-smart and regenerative agricultural practices
4.3.1.4 Irrigation and sustainable water access solutions
4.3.1.5 Market access and linkage mechanisms
4.3.2 Youth Job Creation Pathways
Identify employment opportunities across the value chain and recommend strategies to strengthen and expand employment opportunities for the youth. The value chain includes:
4.3.2.1 Primary production
4.3.2.2 Input service provision
4.3.2.3 Aggregation, logistics, and marketing
4.3.2.4 Technology, innovation, and digital services
4.3.3 Market Systems Integration
4.3.3.1 Linkages to institutional markets (e.g., school feeding programs)
4.3.3.2 Engagement with private sector actors and off-takers
4.3.3.3 Improved value chain coordination and market governance
4.3.4 Implementation Model
Develop a practical implementation approach that outlines:
4.3.4.1 A phased step-by-step delivery model
4.3.4.2 Institutional arrangements and roles
4.3.4.3 Strategic partnerships and coordination mechanisms
4.4 Task D: Final Recommendations
Provide strategic recommendations to guide long-term sustainability and scale, including:
4.4.1 Pathways for scaling and replication
4.4.2 Policy and institutional support mechanisms
4.4.3 Priority investment areas
4.4.4 Strategies for youth inclusion, skills development, and dignified job creation across
the vegetable value chain.
5. WORLDVEG’S RESPONSIBILITIES
WorldVeg will:
- Respond to any queries regarding the consultancy.
- Provide guidance and advice to the Consultant as necessary.
- Accept deliverables and process payments in accordance with the contract.
6. PAYMENT MODALITY
Payments shall be linked to acceptance of agreed deliverables under the consultancy contract. No reimbursable costs shall be provided unless otherwise agreed in writing by WorldVeg.
