Background and Context 
 
For over a century, Working Animals International has been dedicated to transforming the lives of working animals and supporting the people who depend on them. We work with partners worldwide to increase access to essential veterinary treatment and campaign for better welfare standards. We also support owners as they develop the knowledge and skills to look after their animals with confidence and care while inspiring the next generation to do the same. Together, we're building a world where working animals are healthy and valued, communities are stronger and livelihoods are more secure.
 
To be able to identify which countries and locations where working animals have greatest need, Working Animals International developed a Global Needs Framework (GNF), in which all countries are ranked according to their level of identifiable needs. This was a complex tool, developed in 2018, but was also a strategically important tool for Working Animals International. Contributing to informed decision making for priority areas of intervention. The tool would both benefit from a refresh on global ranking of countries, based on available data sources, but also an expansion of criteria to further strengthen the tools role as a decision making one. Global need refers to a complex set of criteria, informed by numerous data sets. Part of the scope of this work would be to challenge the existing assumptions within this data set, while also supporting Working Animals International in understanding how these needs might change within the next 5-10 years considering the global risk drivers such as climate change. 
 
Scope of Work
 
Part A: 
The consultant would be expected to hold a workshop with Working Animals International staff, aiming to identify the most critical sources of data that are used, and potential areas of enquiry for substantiating global figures. In addition, to determine through a consultative and participatory process, the additional key criterion that would be essential to include within the framework. Through this process, the consultant would be expected and welcomed to test the existing Working Animals International assumptions and challenge whether there are additional areas that should be considered that may not have been thought of previously. Working Animals International staff would also be expected to contribute in this session to the key changes in risks that have been seen for working animals, and how they would expect these risks to continue to evolve. 
 
Part B: 
Using the above information, the consultant will undertake desk-based research to develop a proposition for the refreshed and expanded framework, which will be presented along with documented sources of evidence, within a validation workshop. Following validation, the consultant would finalise an updated global needs framework, linking with UpToDate data, expanded criteria's and providing a supporting document to explain how data is quantified and presented. This will be presented within a final workshop for sign off. 
 
Deliverables
  1. Inception Report with methodology, workplan and proposed sources.
  2. Internal workshop with Working Animals International staff as outlined in Part A. 
  3. Desk based research for the updating and validation of the GNF as outlined in Part B. 
  4. Validation workshop for the updated framework and supporting evidence. 
  5. Finalisation of the GNF (GNF, data analysis reports, source files).  
Timeline
  • Total Level of Effort: Estimated 30 working days to take place between June - July 2026.

Required Skills and Experience Qualifications
  • Demonstrated experience developing analytical frameworks, indices, or prioritisation tools
  • Strong quantitative and qualitative research skills, including experience working with international datasets
  • Experience in international development, animal welfare, livelihoods, or related sectors
  • Experience analysing complex, multi-factor problems (eg vulnerability, risk, or needs assessments)
  • Proven ability to facilitate technical workshops and stakeholder consultations
  • Strong analytical writing and ability to translate data into practical decision tools
  • Excellent Excel and data analysis skills (additional statistical tools desirable)
  • Experience producing clear methodological documentation
  • Strong writing, visual communication, and MS Office skills.

  • Cover letter and relevant experience
  • Technical proposal (methodology, workplan)
  • Samples of authored manuals/toolkits
  • CV(s)
  • Financial proposal (daily rate, expenses assumptions)
  • References (2)  
Evaluation Criteria:
  • Understanding of scope & methodology (30%)
  • Relevant experience & samples (30%)
  • Quality/usability of proposed approach (30%)
  • Availability & responsiveness (10%)  
Value for Money will also be taken into account.
 
Budget & Payment
  • Daily rate for 30 days (inclusive of taxes).
  • Payment schedule:
  1. 20% on Inception Report approval
  2. 40% on Draft Manual & Toolkit
  3. 40% on Final Package
