Background and Context
For over a century, Working Animals International has been dedicated to transforming the lives of working animals and supporting the people who depend on them. We work with partners worldwide to increase access to essential veterinary treatment and campaign for better welfare standards. We also support owners as they develop the knowledge and skills to look after their animals with confidence and care while inspiring the next generation to do the same. Together, we're building a world where working animals are healthy and valued, communities are stronger and livelihoods are more secure.
Since 1925, Working Animals International UK has maintained a longstanding partnership with Working Animals International, Morocco, working collaboratively to improve the welfare of working animals in Morocco.
During this long-standing relationship, the landscape within Morocco has changed significantly. The country has continued to develop in key sectors, including tourism, agriculture and industry, all of which have driven significant economic growth and contributed to the rapid expansion of urban areas. This has also continued to change the spaces in which working animals are operating. Working Animals International is now looking to commission a two-part review. The first part would focus on mapping the current landscape for working animals within Morrocco, sectors, numbers of working animals, locations, legal framework, service provision and likely future trends. The second part would focus on the current Working Animals International operations within the country, identifying the locations of clinics (fixed and mobile) against the aforementioned mapping of working animal prevalence throughout the country and how existing funding is being prioritized.
Purpose of the Review
The review will provide an independent, evidence-based assessment of the current situation for working animals in Morocco, as well as a mapping and review of the current investments against this mapping to provide strategic recommendations for future investments.
Recommendations will be based on an analysis of:
- The current landscape for working animals, including prevalence, needs and service provision, legal protection mechanisms and the likely trajectory of needs over the coming years given the evolving situation in Morocco;
- The current Working Animals International funded operational footprint in Morocco, including an overview of service provision and funding mapped against part A.
Scope of the Review
The review will need to cover the following elements:
PART A: Analysis of current environment and landscape for working animal welfare:
The consultant will produce a report summarizing the following aspects of the context in Morocco as it relates to working animals:
- What percentage of the population are reliant on working animals for their livelihoods and for the population who is reliant on working animals,
- How many working animals are present within Morocco and how are they geographically dispersed.
- What is the socioeconomic role of the working animals for individuals and/or communities who remain reliant on them (which sectors are they most prevalent in and how are these sectors geographically dispersed).
- What are the policy and regulatory frameworks governing animal welfare and working animal use in Morocco, highlighting gaps between policy and practice.
- What is the status and inclusion of educational institutions who focus on working animals (where are they located, how do they ensure support for working animals, and what services do they offer if any).
- Availability of veterinary and support services, including farriery, feed supply, and access to basic animal healthcare:
- Are working animals needs covered in veterinary or technical training within the country.
- Which providers do what (governmental or non-governmental).
- Environmental and climate-related pressures affecting working animals, such as heat stress, drought, and feed or water shortages.
- Current and likely future trends in the use of working animals, including geographic distribution by species and expected changes over the next 10 years.
PART B: Mapping of Working Animals International funded services against the identified geographical need:
The consultant will conduct a comprehensive assessment on the current operations within Morocco funded by Working Animals International and map the geographical footprint against the information identified within part A. This assessment should include:
- A comprehensive mapping of service provision funded by Working Animals International in Morocco against the highest areas of need for working animals.
- A comprehensive mapping of non-Working Animals International funded services that include support for working animals in the Working Animals International-funded areas of operation. Including vet services, educational institutions and other organisations that provide support for working animals.
- Detailed understanding of how funding is being prioritised to support working animals throughout the areas of operation, and how these prioritisation decisions are being made.
The appointed consultant(s) will:
- Provide an inception report for how the research will be structured and potential sources of information.
- Undertaking desk-based research and interviews/meetings for both parts A and B. Travel should only be considered if the consultant states why travel is essential to completing the task. Remote investigation should be used as much as possible.
- Arrange for a workshop with key Working Animals International UK staff to identify any additional pieces of information needed.
- Present initial findings for a validation workshop prior to the final report.
- Once validated, produce a final report with strong recommendations for the next stage of programming.
- Provide the final report and any accompanying appendices.
Timelines
Expressions of interest should include an estimate of the level of work. To facilitate this the following indicative timeline is set out below:
- Weeks 1–2: Inception
- Weeks 3–5: Data collection
- Week 6: Draft report
- Weeks 7–8: Finalisation and presentation
Required Skills and Experience Qualifications
- Experience in international development, animal welfare, livelihoods or a related sector.
- Experience analyzing complex, multi-factor problems (eg vulnerability, risk, or needs assessments).
- Significant experience in strategic reviews.
- Proven ability to facilitate technical workshops and stakeholder consultations.
- Proven ability to understand contexts in other countries and navigate complex data sets.
- Proven experience in working with partner teams.
- Strong writing skills, visual communication, and MS Office skills.
- French language skills in reading and writing would be essential.

Value for Money will also be taken into account.
Budget & Payment
- Daily rate for XX days (inclusive of taxes and days/cost to be defined by the consultant).
- Payment schedule:
- 20% on Inception Report approval
- 40% on completion of Data collection and Validation workshop.
- 40% on Final Report and Presentation

Reporting and Governance
Reviewer reports to Steering Group; updates provided regularly; final report submitted to Executive Team / Board.
