Background
Wedweil Sub-office, located in Northern Bahr El Ghazal State within the Wedweil Refugee Settlement, was established in 2024 to support the Sudan Crisis Response and upgraded in 2026 into a fully operational Sub-office with over 17 staff. The team delivers integrated services across CC: WASH, Education, Protection, ICLA, Shelter as well as support to Cash & Market Systems Development.

The establishment of the Wedweil Refugee Settlement in 2023 transformed the area into a major humanitarian hub and primary entry point for populations fleeing the conflict in Sudan. The settlement continues to receive a steady influx of returnees and refugees, placing sustained pressure on humanitarian actors to scale up both emergency and resilience-oriented interventions. Within this context, NRC plays a central role as a key implementing partner to UNHCR, delivering life-saving and protection-focused interventions across multiple sectors. In addition to serving the Wedweil Refugee Settlement and the surrounding, the Sub-office functions as an operational hub for NRC’s interventions in both Aweil West and Aweil North Counties. Its geographic proximity to these locations allows for more efficient deployment of staff, resources, and response capacity, thereby enhancing operational reach, responsiveness, and cost-effectiveness.

Roles and Responsibilities
The Field Manager position provides operational leadership and coordination of NRC’s activities at field sub-office level. The FM is responsible for ensuring efficient, secure, and accountable management of the programmes and support functions in the designated field office. The position oversees the operations of the field office including staff management, support and programme coordination, external engagement and representation.

The position holder is responsible for addressing specific operational needs in contexts where the scale and complexity of the response, the remoteness of the location, the security environment, access constraints, or the need for external representation and coordination require a dedicated and senior leadership role at field level.

The FM will operate under the overall management and supervision of the North Area Office and is line-managed by the Area Manager.

Generic Responsibilities
1. Line management responsibilities for directly reporting staff. This includes:
o Performance management process: setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement.
o Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
2. Provide field-specific analysis and inputs on Area Office strategies.
3. Lead and maintain effective communication, coordination, and collaboration with key external stakeholders at the field level, including communities, local authorities, and humanitarian actors.
4. Represent NRC in any external stakeholder engagement at field-level, in line with the delegation from the Area Manager.
5. Ensure effective coordination and information flow between programme and support teams in the field office and with the Area Office.
6. Responsible for field office resources, including procurement and asset management.
7. Ensure timely, efficient, and quality implementation of operations at field level, in line with NRC policies and procedures.
8. In Liaison with the Area HAS Coordinator, oversee security management in the field office, including access negotiations, risk assessments, and implementation of Humanitarian Access and Safety procedures.
9. Ensure effective implementation of NRC’s duty of care and accountability mechanisms for staff and affected populations at field level.
10. Ensure compliance and adherence to NRC policies, guidance and procedures.

Specific Responsibilities
“These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. Also add in priorities within in the context and function at the time. This section shall be revised whenever a new employee is hired, or when the context strategy changes significantly.” Max 10 specific responsibilities.

• Manage and supervise field staff to ensure timely and quality programme implementation.
• Oversee day-to-day field operations for smooth and effective project delivery.
• Ensure execution of activities aligns with approved plans and timelines.
• Monitor progress against targets and ensure deliverables are achieved on schedule.
• Ensure implementation meets organizational standards and donor requirements.
• Conduct regular site visits to assess performance, provide guidance, and address challenges.
• Coordinate with programme and support teams to enable efficient implementation.
• Prepare and submit timely, accurate field reports on progress and issues.
• Maintain strong relationships with stakeholders including CRA, RRC, partners, authorities, and communities.
• Ensure compliance with policies and safeguarding standards, identify and mitigate risks,
• Represent the organization in field level coordination forums.
• Carry out any other tasks relevant to the role as delegated by the line manager.

Scale and Scope of the Position

Generic Professional Competencies
“These are the professional or technical skills, knowledge, qualification and experience needed for effective performance to deliver the desired result that are required by this role.

• 2 to 3 years’ experience in a managerial role in humanitarian/recovery contexts
• Experience in complex and volatile humanitarian contexts
• Experience in coordination, inter-agency coordination, representation and facilitation
• Strong understanding of support functions (Finance, Logistics, HR, etc.) and programme implementation
• Professional level in English, both written and verbal

Context related skills, knowledge and experience
• Knowledge of South Sudan context
• Ability to collaborate with local authorities where support function is required (e.g Assets disposal)
• Excellent communication skills
