CONSULTANCY SERVICE FOR DESIGNING A CURRICULUM ON PARAMETRIC CLIMATE AND DISASTER RISK INSURANCE

QUALIFICATION CRITERIA (Automatic Exclusion if Not Fulfilled):
A team is proposed (not an individual consultant), that includes below qualification for the Team Lead.
- Advanced degree in insurance, actuarial science, risk management, or related field
- Proven expertise in parametric insurance with a focus on climate and disaster risk insurance, preferably in African contexts
- At least 7 years of Experience in designing training materials or curricula, particularly for higher education or professional development
- Strong communication and facilitation skills; bilingual (English/French) is an asset
- Knowledge of African regulatory, climate risk, and insurance ecosystems is highly desirable
TEAM COMPOSITION:
Key Staff - Instructional Designers / Curriculum Specialists (20%)
- Bachelor's degree in insurance, actuarial science, risk management or related field. (Masters is preferred)
- At least 7 years of professional experience in the designing training materials or curricula, particularly for higher education or professional development
- Proven experience working in the parametric insurance with a focus on climate and disaster risk insurance, preferably in African contexts
- Ability to translate complex concepts into learner-friendly content
- Previous curriculum or training content development is an added advantage
Education or Pedagogy Experts (10%)
- Bachelor's degree in Education (Master's preferred)
- 5 years experience in teaching, teacher training, or education research
- Proven experience integrating learner-centred methodology
- Experience with inclusive, accessible, or gender-responsive education preferred
Assessment Experts (5%)
- Bachelor's degree in education, Measurement & Evaluation, or a related field
- 3+ years developing assessments, rubrics, or evaluation tools
- Demonstrated understanding of competency-based assessment frameworks
- Experience aligning assessments with course outcomes
Quality Assurance / Monitoring & Evaluation (5%)
- Bachelor's degree in M&E, Statistics, Education, Project Management, or related field
- 3–5 years in M&E or quality assurance in education or training programs
- Knowledge of curriculum standards, accreditation, and evaluation processes
- Experience developing feedback tools and conducting curriculum reviews
Industry Practitioners (5%)
- Diploma or Bachelor's degree in the technical field
- 3–5 years hands-on experience in industry
- Knowledge of current tools, methods, standards, and emerging trends
- Ability to provide real-world case studies and examples
Policy & Compliance Experts (5%)
- Bachelor's degree in public policy, Education Policy, Law, or related field
- 3 years experience working with regulatory or accreditation bodies
- Familiarity with national qualification frameworks and compliance processes
- Ability to interpret and apply educational standards
AWARD CRITERIA:
Technical Proposal (80% weight):
- Proposed methodology for the study demonstrating an understanding of the assignment expectation and work plan in responding to the Terms of Reference (30%)
- Team Lead Qualifications: Educational Qualification, Technical qualification, Experience in years and Communication Skills, Knowledge of Africa context (20%)
- Proposed team members - Qualifications and experience, Team members experience with similar studies as per scope of work, Knowledge of Africa context (30%)
- Organization Capacity and Past Performance of the Firm - similar assignments conducted in the last five years of similar scope (20%)
Financial Proposal (20% weight):
Based on daily rates per team member and total financial amount in USD
MINIMUM REQUIREMENTS:
- Technical Proposal must be a maximum of fifteen (15) pages, using minimum font 11pt
- Financial Proposal must include net daily rate of proposed experts, excluding VAT
- Provide audited accounts for years 1, 2, 3 (2022, 2023, 2024)
- Provide bank statements (6 months to date)
- Provide letter of credit (bank/supplier)
- Provide at least Three reference letters of similar assignments conducted in the last five years
- Declaration of Undertaking must be submitted
- English C1 language proficiency required
