SCOPE OF SERVICES
The Dam Design Engineer shall serve as Chair of the Panel of Experts and shall provide independent technical leadership on dam safety and engineering matters. The Consultant shall be accountable for the engineering judgment underpinning the Panel's advice and shall ensure integration of multidisciplinary inputs into coherent, technically sound recommendations aligned with Good International Industry Practice (GIIP).
The key responsibilities shall include, but not be limited to:
i. Reviewing and assessing dam related studies, including feasibility studies, flood modelling outputs, detailed designs, and construction methodologies;
ii. Providing expert advice on dam safety, structural integrity, and risk classification of dam infrastructure;
iii. Advising on design, rehabilitation, and operation of dams and associated hydraulic structures, including cascade system considerations within the catchment;
iv. Reviewing procurement and contract documents to ensure incorporation of appropriate dam safety requirements;
v. Leading Panel missions and overseeing preparation of mission reports, including findings, risks, and recommendations;
vi. Advising on construction supervision arrangements, quality assurance, and dam safety compliance throughout the Project lifecycle.
6. QUALIFICATION AND EXPERIENCE REQUIREMENTS
6.1 Qualifications
The Dam Design Engineer shall meet the following minimum qualifications:
i. Master's degree (or higher) in Civil Engineering, Hydraulic Engineering, or related field;
ii. Professional registration with a recognized engineering body;
iii. Demonstrated expertise in dam engineering and dam safety;
iv. Familiarity with World Bank Environmental and Social Framework (ESS4) and GIIP;
v. Excellent analytical and report writing skills in English.
6.2 Experience
The Consultant shall have:
i. At least twenty (20) years of relevant professional experience in dam engineering;
ii. Participation in at least two (2) Dam Safety Panels of Experts or equivalent assignments;
iii. Experience in at least five (5) dam related technical studies or projects;
iv. Experience in supervision or technical oversight of dam projects;
v. Experience working with government agencies and international financing institutions, preferably including the World Bank.
7 DELIVERABLES
The Dam Design Engineer shall provide, among others, the following outputs:
i. Panel of Experts Review Reports;
ii. Technical Advisory Notes on dam design and safety;
iii. Mission Reports documenting findings, risks, and recommendations;
iv. Dam Safety Review Reports;
v. Risk assessment inputs and engineering opinions;
vi. Final technical advisory reports supporting decision making.
