For the independent final evaluation of the EU-funded project "EU Tabassum (Smile): Media skills to promote gender equality and empower young women in Uzbekistan," DW Akademie is seeking an external evaluator.

The project which has been running since March 2024 and will be coming to a close at the end of June 2026, funded by the European Union and co-supported by the German Federal Ministry for Economic Cooperation and Development (BMZ). It is implemented by DW Akademie and the Modern Journalism Development Center (MJDC) in Tashkent, Uzbekistan. The project objective is to empower women and youths and promote gender equality. The project also aims to support the visibility of ideas and actions of young people and women in the Uzbek media and to help them become part of the public discourse.

Objective and focus of the evaluation

The evaluation will focus on the following four of the six OECD-DAC evaluation criteria:

* Effectiveness: To what extent has the project achieved its objective and planned outputs according to the logical framework? What adaptations to the project logic, if any, have been made in response to changing framework conditions?
* Efficiency: Have project results been delivered within the budget and time frame? How efficient was the management support? How efficient was the use of instruments?
* Impact: What evidence can be found that the project contributed to higher-level development effects (e.g. structural changes, changes of attitudes or capacities in the beneficiaries, …)? Have there been any unintended positive or negative effects?
* Sustainability: How likely will development results last?
